SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Federal Employee Ret-

roactive Pay Fairness Act’’.

SEC. 2. COMPENSATION FOR FEDERAL EMPLOYEES AND

OTHER
GOVERNMENT
EMPLOYEES
FUR-

LOUGHED DURING A GOVERNMENT SHUT-

DOWN.

(a) IN GENERAL.—Federal employees and employees
8
of a District of Columbia public employer furloughed as
9
a result of any lapse in appropriations that begins on or
10
about December 22, 2018, shall be compensated at their
11
standard rate of compensation, for the period of such
12
lapse in appropriations, as soon as practicable after such
13
lapse in appropriations ends.

(b) DEFINITION OF DISTRICT OF COLUMBIA PUBLIC
15
EMPLOYER.—In this section, the term ‘‘District of Colum-
16
bia public employer’’ means—
17
(1) the District of Columbia Courts;
18
(2) the Public Defender Service for the District
19
of Columbia; and
20
(3) the District of Columbia government.
