A BILL
To amend the Ted Stevens Olympic and Amateur Sports
Act to provide pay equity for amateur athletes and other
personnel, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.
3
This Act may be cited as the ‘‘Even Playing Field
4
Act’’.
5
SEC. 2. PAY EQUITY FOR AMATEUR ATHLETES AND OTHER
6
PERSONNEL.

(a) PURPOSES OF THE UNITED STATES OLYMPIC
8
AND PARALYMPIC COMMITTEE.—

(1) IN GENERAL.—Section 220503(12) of title
1
36, United States Code, is amended by inserting ‘‘,
2
including by providing investment, promotional sup-
3
port, working conditions (including staff support and
4
facilities and equipment for training and competi-
5
tion) and wages, stipends, and other compensation
6
that are equal to that provided to amateur athletic
7
activities for men’’ before the semicolon.

RETROACTIVE
EFFECTIVE
DATE.—The
9
amendment made by paragraph (1) shall take effect
10
on the date that is 2 years before the date of the
11
enactment of this Act.

(b) ELIGIBILITY
REQUIREMENTS
FOR
AMATEUR
13
SPORTS ORGANIZATIONS AS NATIONAL GOVERNING BOD-
14
IES.—Section 220522(8) of title 36, United States Code,
15
is amended—
16
(1) by striking ‘‘an equal opportunity’’ and in-
17
serting ‘‘and demonstrates equal opportunity, includ-
18
ing in investment, promotional support, working con-
19
ditions (including staff support and facilities and
20
equipment for training and competition) and wages,
21
stipends, and other compensation,’’; and
22
(2) by inserting ‘‘and other activities’’ after
23
‘‘athletic competition’’.

(c) GENERAL DUTIES
OF NATIONAL GOVERNING

BODIES.—Section 220524(a)(6) of title 36, United States
2
Code, is amended by inserting ‘‘, including in investment,
3
promotional support, working conditions (including staff
4
support and facilities and equipment for training and com-
5
petition, and wages, stipends, and other compensation)’’
6
before the semicolon.

(d) REPORTS ON PAY EQUITY.—
8
(1) IN
GENERAL.—Subchapter II of chapter
9
2205 of title 36, United States Code, is amended by
10
adding at the end the following:
11
‘‘§ 220530A. Reports on pay equity
12
‘‘(a) IN GENERAL.—Each national governing body
13
shall submit to Congress a report on the compensation of
14
amateur athletes, coaches, trainers, managers, administra-
15
tors, and officials in the sport governed by the national
16
governing body for—
17
‘‘(1) each of the 2 consecutive calendar years
18
ending immediately before the date of the enactment
19
of this section; and
20
‘‘(2) each calendar year beginning after the
21
date of the enactment of this section.

‘‘(b) MATTERS TO BE INCLUDED.—Each report re-
23
quired by subsection (a) shall include, with respect to the

applicable sport, for the calendar year covered by the re-
1
port—
2
‘‘(1) the median compensation for amateur ath-
3
letes, coaches, trainers, managers, administrators,
4
and officials disaggregated by race, gender, and em-
5
ployment category; and
6
‘‘(2) the minimum and maximum compensation
7
paid to amateur athletes, coaches, trainers, man-
8
agers, administrators, and officials, disaggregated by
9
race, gender, and employment category.’’.

(2) CONFORMING AMENDMENT.—The table of
11
sections for chapter 2205 of title 36, United States
12
Code, is amended by adding at the end the fol-
13
lowing:
14
‘‘220530A. Reports on pay equity.’’.
(e) SEVERABILITY.—If any provision of this Act, an
15
amendment made by this Act, or the application of such
16
provision or amendment to any person or circumstance is
17
held to be unconstitutional, the remainder of this Act and
18
the amendments made by this Act, and the application of
19
the provision or amendment to any other person or cir-
20
cumstance, shall not be affected.
