Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. SHORT TITLE. 3 This Act may be cited to as the ‘‘Grandfamily Hous- 4 ing Act of 2021’’. 5 SEC. 2. GRANT PROGRAM. 1 ‘‘(a) IN GENERAL.—The Secretary shall, not later 2 than 180 days after the date of enactment of this section, 3 establish a program to provide grants to owners of inter- 4 generational dwelling units. 5 ‘‘(b) APPLICATION.—To be eligible to receive a grant 6 under this section, an owner of an intergenerational dwell- 7 ing unit shall submit an application to the Secretary at 8 such time, in such manner, and containing such informa- 9 tion as the Secretary may reasonably require. 10 ‘‘(c) USE OF GRANT AMOUNTS.—An owner of an in- 11 tergenerational dwelling unit that receives a grant under 12 this section shall use amounts provided to cover costs asso- 13 ciated with— 14 ‘‘(1) employing a service coordinator to— 15 ‘‘(A) provide onsite services to intergenera- 16 tional families, including tutoring, health care 17 services, and afterschool care; and 18 ‘‘(B) coordinate with any local kinship nav- 19 igator program (as described in section 20 474(a)(7) of the Social Security Act (42 U.S.C. 21 674(a)(7)); 22 ‘‘(2) facilitating outreach to intergenerational 23 families as described in subsection (d); 24 ‘‘(3) planning and providing services to inter- 25 generational families; and 26 VerDate Sep 11 2014 22:36 Jun 30, 2021 Jkt 019200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\S2179.IS S2179 kjohnson on DSK79L0C42PROD with BILLS 3 •S 2179 IS ‘‘(4) retrofitting and maintaining existing 1 spaces within the property that contains the inter- 2 generational dwelling unit for the services and pro- 3 grams provided to intergenerational families. 4 ‘‘(d) OUTREACH.— 5 ‘‘(1) IN GENERAL.—An owner of an intergen- 6 erational dwelling unit that receives a grant under 7 this section shall engage with intergenerational fami- 8 lies in the community surrounding the property that 9 contains the grandfamily housing owned by the 10 grant recipient by— 11 ‘‘(A) performing periodic informational 12 outreach; and 13 ‘‘(B) planning and executing events for in- 14 tergenerational families. 15 ‘‘(2) COORDINATION.—Outreach under this 16 subsection shall, where possible, be in coordination 17 with a local kinship navigator program (as described 18 in section 474(a)(7) of the Social Security Act (42 19 U.S.C. 674(a)(7)) or a comparable program or enti- 20 ty in the State in which the intergenerational dwell- 21 ing unit is located. 22 ‘‘(e) AUTHORIZATION OF APPROPRIATIONS.—There 23 are authorized to be appropriated to the Secretary to carry 24 VerDate Sep 11 2014 22:36 Jun 30, 2021 Jkt 019200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\S2179.IS S2179 kjohnson on DSK79L0C42PROD with BILLS 4 •S 2179 IS out this section $50,000,000 for each of fiscal years 2022 1 and 2023.’’. 2 (b) REPORT.—Not later than 2 years after the date 3 of enactment of this section, the Secretary of Housing and 4 Urban Development shall submit to the Congress a report 5 that— 6 (1) describes the effectiveness of the grant pro- 7 gram established under section 206 of the LEGACY 8 Act of 2003, as added by subsection (a); and 9 (2) makes recommendations for legislative 10 changes that could allow for the grant program to 11 be more effective. 12 Æ VerDate Sep 11 2014 22:36 Jun 30, 2021 Jkt 019200 PO 00000 Frm 00004 Fmt 6652 Sfmt 6301 E:\BILLS\S2179.IS S2179 kjohnson on DSK79L0C42PROD with BILLS
