RESTORING TRAVEL AT THE UNITED STATES-CAN- 1 ADA BORDER. 2 (a) IN GENERAL.—Not later than 10 days after the 3 date of the enactment of this Act, the Secretary of Home- 4 land Security shall expand the list of permitted essential 5 travel into the United States at land ports of entry along 6 the United States-Canada border to include the following 7 categories: 8 (1) An individual traveling to visit a member, 9 who is a United States citizen or permanent resi- 10 dent, of the immediate or extended family of such 11 individual. 12 (2) An individual traveling to visit property, in- 13 cluding boats, within the United States owned or 14 leased by such individual. 15 (3) An individual traveling to the United States 16 to attended business meetings or site-visits. 17 (4) An individual traveling directly to a United 18 States airport to board a flight to a United States 19 or international destination. 20 (b) PLAN FOR FULL REOPENING.—Not later than 20 21 days after the date of the enactment of this Act, the Sec- 22 retary of Homeland Security shall submit to Congress and 23 begin implementation of a plan to fully restore non- 24 essential travel into the United States at land ports of 25 entry along the United States-Canada border. 26 VerDate Sep 11 2014 04:46 Jul 02, 2021 Jkt 019200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\S2196.IS S2196 kjohnson on DSK79L0C42PROD with BILLS 3 •S 2196 IS (c) APPLICABILITY.—This section applies to only 1 those restrictions (and the related relief sought in accord- 2 ance with this section) in place pursuant to section 3 318(b)(2) of the Tariff Act of 1930 (19 U.S.C. 4 1318(b)(2)) at land ports of entry along the United 5 States-Canada border due to the COVID–19 public health 6 emergency as in effect on the date of the enactment of 7 this Act. 8 Æ VerDate Sep 11 2014 04:46 Jul 02, 2021 Jkt 019200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6301 E:\BILLS\S2196.IS S2196 kjohnson on DSK79L0C42PROD with BILLS
