reimbursements rates for travel within the continental United States
(commonly known as ‘‘CONUS’’) for certain fiscal years below a certain
level, and for other purposes.

A BILL
To prohibit the Administrator of General Services from es-
tablishing per diem reimbursements rates for travel with-
in the continental United States (commonly known as
‘‘CONUS’’) for certain fiscal years below a certain level,
and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Restored, Equitable,
4
Coronavirus Adjusted Lodging Act of 2021’’ or the
5
‘‘RECAL Act of 2021’’.

SEC. 2. CONTINENTAL UNITED STATES (CONUS) PER DIEM

REIMBURSEMENT RATES.

Notwithstanding any other provision of law, in estab-
3
lishing the per diem reimbursement rates for fiscal years
4
2022 and 2023 pursuant to sections 5702 and 5707 of
5
title 5, United States Code, the Administrator of General
6
Services may not establish a lodging allowance rate for
7
any location within the continental United States at a level
8
that is less than the standard rate or non-standard area
9
rate set pursuant to the GSA Per Diem Bulletin FTR 20–
10
01, dated August 8, 2019.
