Mr. CLYDE (for himself, Mr. MAST, Mr. DESJARLAIS, Mr. CRENSHAW, and
Mr. PERRY) introduced the following bill; which was referred to the Com-
mittee on the Judiciary, and in addition to the Committee on Foreign Af-
fairs, for a period to be subsequently determined by the Speaker, in each
case for consideration of such provisions as fall within the jurisdiction of
the committee concerned
A BILL
To designate Ansarallah as a foreign terrorist organization
and impose certain sanctions on Ansarallah, and for
other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Standing Against
4
Houthi Aggression Act’’.
5
SEC. 2. FINDINGS.

(1) It was reported by Reuters on March 21,

2017, that Iran, a designated state sponsor of ter-
2
ror, sent advanced weapons and military advisers to
3
assist and support Yemen’s Ansarallah, commonly
4
referred to as the ‘‘Houthis’’.
5
(2) On January 19, 2021, the Trump Adminis-
6
tration designated Ansarallah as a foreign terrorist
7
organization and a specially designated global ter-
8
rorist.
9
(3) On February 16, 2021, Secretary of State
10
Blinken revoked the designation of Ansarallah as a
11
foreign terrorist organization pursuant to section
12
219(a)(6)(A) of the Immigration and Nationality
13
Act (8 U.S.C. 1189(a)(6)(A)).

(4) On March 7, 2021, an Ansarallah drone
15
strike had been intercepted by Saudi Arabia which
16
targeted an oil storage yard at Ras Tanura.
17
(5) On March 19, 2021, another Ansarallah
18
drone strike hit a Riyadh oil refinery which caused
19
a fire that was brought under control.
20
(6) After the March 19, 2021, attack, Ansaral-
21
lah proclaimed that they launched six drones at a
22
Saudi Aramco facility, and vowed to continue oper-
23
ations against Saudi Arabia as long as ‘‘its aggres-
24
sion against Yemen would continue’’.

SEC. 3. DESIGNATION AS FTO; IMPOSITION OF SANCTIONS.

(a) DESIGNATION AS FTO.—Not later than 90 days
2
after the date of the enactment of this Act, the Secretary
3
of State shall designate Ansarallah as a foreign terrorist
4
organization pursuant to section 219(a) of the Immigra-
5
tion and Nationality Act (8 U.S.C. 1189(a)).
6
(b) IMPOSITION OF SANCTIONS.—
7
(1) IN GENERAL.—Not later than 90 days after
8
the date of the enactment of this Act, the President
9
shall impose the sanctions described in paragraph
10
(2) with respect to—
11
(A) Ansarallah; and
12
(B) any foreign person that is a member,
13
agent, or affiliate of, or owned or controlled by
14
Ansarallah.

(2) SANCTIONS DESCRIBED.—The sanctions de-
16
scribed in this paragraph are sanctions applicable
17
with respect to a foreign person—
18
(A) pursuant to Executive Order 13224
19
(50 22 U.S.C. 1701 note; relating to blocking
20
property and prohibiting transactions with per-
21
sons who commit, threaten to commit, or sup-
22
port terrorism); and
23
(B) from Yemen pursuant to Executive
24
Order 13780.
