Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. SHORT TITLE. 3 This Act may be cited as the ‘‘Ketamine Restriction 4 Act’’. 5 SEC. 2. INCENTIVES FOR STATES AND UNITS OF LOCAL 3 GOVERNMENT TO BAN USE OF KETAMINE 4 OTHER THAN IN A HOSPITAL. 5 Beginning in the first fiscal year that begins after 6 the date that is one year after the date of enactment of 7 this Act, a State or unit of local government may not re- 8 ceive funds under the Byrne grant program or the COPS 9 grant program for a fiscal year if, on or before the day 10 before the first day of the fiscal year, the State or local 11 unit of government does not certify that the jurisdiction 12 has in place a law or policy that prohibits the administra- 13 tion of ketamine to an individual during an arrest or de- 14 tention other than in a hospital for medical purposes. 15 SEC. 4.
