the following bill; which was referred to the Committee on Foreign Af-
fairs
A BILL
To prohibit the United States from rejoining the Joint Com-
prehensive Plan of Action (JCPOA) until the President
makes certain certifications, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. PROHIBITION.
3
(a) IN GENERAL.—Notwithstanding any other provi-
4
sion of law, the United States may not rejoin the Joint
5
Comprehensive Plan of Action (JCPOA) until the Presi-
6
dent certifies to Congress the following:

(1) Iran has made a full accounting of the prior
1
military dimensions of its nuclear program, and per-
2
manently and verifiably abandoned such work in
3
perpetuity.
4
(2) Iran has ceased enrichment and agreed to
5
never pursue plutonium reprocessing.
6
(3) Iran has provided the International Atomic
7
Energy Agency (IAEA) with unqualified access to all
8
nuclear and military sites throughout the entire
9
country.
10
(4) Iran has ended its proliferation of ballistic
11
missiles and halted further launching or development
12
of nuclear-capable missile systems.
13
(5) Iran released all United States citizens in
14
Iranian custody, as well as the citizens of United
15
States partners and allies.
16
(6) Iran ended its support to Hezbollah,
17
Hamas, and the Palestinian Islamic Jihad.
18
(7) Iran respects the sovereignty of the Iraqi
19
government and has ended its military support of
20
Shi’a militias.
21
(8) Iran has ended its military support of the
22
Houthi militia.
23
(9) All forces under Iranian command have
24
been withdrawn from Syria.

(10) Iran has ended its support of the Taliban
1
in Afghanistan.
2
(11) Iran has ended the operations of the Ira-
3
nian Revolutionary Guard Command (IRGC) Quds
4
Force.
5
(12) Iran has ended its threatening behavior
6
against its neighbors, including Israel, Saudi Arabia,
7
and the United Arab Emirates, its threats against
8
shipping, and ceased its cyberattacks.
9
(13) Iran allows peaceful protests, has released
10
political prisoners, and has ended its human rights
11
abuses.

(b) DEFINITION.—In this section, the terms ‘‘Joint
13
Comprehensive Plan of Action’’ and ‘‘JCPOA’’ mean the
14
Joint Comprehensive Plan of Action signed at Vienna on
15
July 14, 2015, by Iran and by France, Germany, the Rus-
16
sian Federation, the People’s Republic of China, the
17
United Kingdom, and the United States, and all imple-
18
menting materials and agreements related to the Joint
19
Comprehensive Plan of Action.
