Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. ALZHEIMER’S RESEARCH AND CAREGIVING 1 TRUST FUND. 2 ‘‘(a) CREATION OF TRUST FUND.—There is estab- 3 lished in the Treasury of the United States a trust fund 4 to be known as the ‘Alzheimer’s Research and Caregiving 5 Trust Fund’ (referred to in this section as the ‘Trust 6 Fund’), consisting of such amounts as may be appro- 7 priated or credited to such Trust Fund as provided in this 8 section or section 9602(b). 9 ‘‘(b) TRANSFERS TO TRUST FUND.—There are here- 10 by appropriated to the Trust Fund amounts equivalent to 11 the amounts contributed under section 6097. 12 ‘‘(c) EXPENDITURES.— 13 ‘‘(1) IN GENERAL.—Subject to paragraph (2), 14 amounts in the Trust Fund shall be available, with- 15 out further appropriation, as follows: 16 ‘‘(A) 50 percent to the National Institutes 17 of Health to conduct or support research re- 18 garding the treatment or cure of Alzheimer’s 19 disease pursuant to the Alzheimer’s Disease 20 and Related Dementias Research Act of 1992. 21 ‘‘(B) 50 percent to the Administration on 22 Aging for education, counseling, respite, and 23 other supportive services under the Older Amer- 24 icans Act of 1965 for the benefit of individuals 25 VerDate Sep 11 2014 05:21 Jun 24, 2021 Jkt 019200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\S2101.IS S2101 kjohnson on DSK79L0C42PROD with BILLS 3 •S 2101 IS with Alzheimer’s disease and their families, 1 caregivers, and health care professionals. 2 ‘‘(2) ADDITIONAL FUNDING.—The amounts 3 made available under paragraph (1) shall be— 4 ‘‘(A) in addition to any other amounts ap- 5 propriated to the National Institutes of Health 6 or the Administration on Aging for any pur- 7 poses described in such paragraph under any 8 other provisions of law, and 9 ‘‘(B) used to supplement and not supplant 10 such other amounts.’’. 11 (b) CLERICAL AMENDMENT.—The table of sections 12 for subchapter A of chapter 98 of the Internal Revenue 13 Code of 1986 is amended by adding at the end the fol- 14 lowing new item: 15 ‘‘Sec. 9512. Alzheimer’s Research and Caregiving Trust Fund.’’. SEC. 2. CONTRIBUTION TO THE ALZHEIMER’S RESEARCH 16 AND CAREGIVING TRUST FUND. 17 (a) IN GENERAL.—Subchapter A of chapter 61 of the 18 Internal Revenue Code of 1986 is amended by adding at 19 the end the following new part: 20 ‘‘PART IX—CONTRIBUTION TO THE ALZHEIMER’S 21 RESEARCH AND CAREGIVING TRUST FUND 22 ‘‘Sec. 6097. Contribution to the Alzheimer’s Research and Caregiving Trust Fund. CONTRIBUTION TO THE ALZHEIMER’S RE- 1 SEARCH AND CAREGIVING TRUST FUND. 2 ‘‘Every individual may elect, at the time of filing the 3 return of the tax imposed by chapter 1, to contribute a 4 whole dollar amount to be paid over to the Alzheimer’s 5 Research and Caregiving Trust Fund.’’. 6 (b) CLERICAL AMENDMENT.—The table of parts for 7 subchapter A of chapter 61 of the Internal Revenue Code 8 of 1986 is amended by adding at the end the following 9 new item: 10 ‘‘PART IX. CONTRIBUTION TO THE ALZHEIMER’S RESEARCH AND CAREGIVING TRUST FUND’’.
