What This Bill Does
This bill directs the Secretary of the Interior to reissue a federal rule that removes grizzly bears in the Greater Yellowstone Ecosystem from the endangered and threatened wildlife list. The Secretary must complete this reissuance within 180 days after the bill becomes law. No courts can review this reissuance once it happens.

Be it enacted by the Senate and House of Representa-

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Grizzly Bear State

Management Act of 2023’’.

SEC. 2. REISSUANCE OF FINAL RULE RELATING TO GREAT-

ER YELLOWSTONE ECOSYSTEM POPULATION

OF GRIZZLY BEARS.

(a) IN GENERAL.—Not later than 180 days after the
9
date of the enactment of this Act, the Secretary of the
10
Interior shall reissue the final rule entitled ‘‘Endangered
11
and Threatened Wildlife and Plants; Removing the Great-
12
er Yellowstone Ecosystem Population of Grizzly Bears
13
From the Federal List of Endangered and Threatened
14
Wildlife’’ (82 Fed. Reg. 30502 (June 30, 2017)) without
15
regard to any other provision of law that applies to the
16
issuance of that final rule.

(b) NO JUDICIAL REVIEW.—The reissuance of the
18
final rule described in subsection (a) (including this sec-
19
tion) shall not be subject to judicial review.
