Mr. THUNE (for himself and Mr. KELLY) introduced the following bill; which
was read twice and referred to the Committee on Homeland Security and
Governmental Affairs
A BILL
To appropriately limit the size of the population required
for urban areas of metropolitan statistical areas.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Metropolitan Statis-
4
tical Area Preservation Act’’.
5
SEC. 2. POPULATION OF URBAN AREAS.
6
Section 3504 of title 44, United States Code, is
7
amended by adding at the end the following:
8
‘‘(l) In implementing subsection (e)(3), the Direc-
9

‘‘(1) shall not establish, for purposes of desig-
1
nating areas as metropolitan statistical areas, or any
2
successor thereto, a minimum population for the
3
urban area of such a metropolitan statistical area
4
that is more than 50,000; and
5
‘‘(2) may, only for statistical purposes, and in
6
addition to the minimum population for urban areas
7
described in paragraph (1), establish other statistical
8
area designations with minimum population require-
9
ments for urban areas that are higher than the min-
10
imum population for an urban area described in
11
paragraph (1).’’.
