Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. INTERAGENCY COMMITTEE ON WOMEN’S BUSINESS 1 ENTERPRISE. 2 Title IV of the Women’s Business Ownership Act of 3 1988 (15 U.S.C. 7101 et seq.) is amended— 4 (1) in section 402 (15 U.S.C. 7102)— 5 (A) in subsection (a)— 6 (i) by striking paragraphs (2) and (5); 7 (ii) by redesignating paragraphs (3) 8 and (4) as paragraphs (2) and (3), respec- 9 tively; and 10 (iii) by adding at the end the fol- 11 lowing: 12 ‘‘(4) monitor the plans, programs, and oper- 13 ations of the departments and agencies of the Fed- 14 eral Government to identify barriers to new business 15 formation by women entrepreneurs, or barriers expe- 16 rienced by women-led startups in accessing and par- 17 ticipating in the plans, programs, and operations of 18 the departments and agencies of the Federal Gov- 19 ernment.’’; 20 (B) in subsection (b), by inserting after 21 the first sentence the following: ‘‘In addition to 22 the meetings described in the preceding sen- 23 tence, the Interagency Committee shall meet at 24 the call of the executive director of the Council 25 VerDate Sep 11 2014 01:37 Feb 18, 2022 Jkt 029200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6401 E:\BILLS\S2042.RS S2042 pbinns on DSKJLVW7X2PROD with BILLS 3 •S 2042 RS or the chairperson of the Interagency Com- 1 mittee.’’; and 2 (C) in subsection (c), in the first sentence, 3 by inserting ‘‘, including through the use of re- 4 search and policy developed by the Council’’ 5 after ‘‘Council’’; 6 (2) in section 403 (15 U.S.C. 7103)— 7 (A) in subsection (a)— 8 (i) in paragraph (1)— 9 (I) in the matter preceding sub- 10 paragraph (A), by inserting ‘‘the exec- 11 utive director of the Council and’’ be- 12 fore ‘‘1 representative’’; and 13 (II) by adding at the end the fol- 14 lowing: 15 ‘‘(K) The National Aeronautics and Space 16 Administration. 17 ‘‘(L) The Environmental Protection Agen- 18 cy. 19 ‘‘(M) The Office of Management and 20 Budget. 21 ‘‘(N) The Bureau of Labor Statistics. 22 ‘‘(O) The Department of Homeland Secu- 23 rity. 24 VerDate Sep 11 2014 01:37 Feb 18, 2022 Jkt 029200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6401 E:\BILLS\S2042.RS S2042 pbinns on DSKJLVW7X2PROD with BILLS 4 •S 2042 RS ‘‘(P) The Department of Veterans Af- 1 fairs.’’; and 2 (ii) in paragraph (2)— 3 (I) in subparagraph (A), by strik- 4 ing ‘‘Small Business Administration 5 Reauthorization Act of 1997’’ and in- 6 serting ‘‘Interagency Committee on 7 Women’s Business Enterprise Act of 8 2021’’; and 9 (II) in subparagraph (B)— 10 (aa) by striking ‘‘Small 11 Business’’; and 12 (bb) by striking ‘‘National 13 Women’s Business Council estab- 14 lished under section 405’’ and in- 15 serting ‘‘Council’’; and 16 (B) by amending subsection (b) to read as 17 follows: 18 ‘‘(b) APPOINTMENT.— 19 ‘‘(1) IN GENERAL.—Not later than 45 days 20 after the date of enactment of the Interagency Com- 21 mittee on Women’s Business Enterprise Act of 22 2021, the President, in consultation with the Admin- 23 istrator, shall appoint one of the members of the 24 Interagency Committee to serve as chairperson. 25 VerDate Sep 11 2014 01:37 Feb 18, 2022 Jkt 029200 PO 00000 Frm 00004 Fmt 6652 Sfmt 6401 E:\BILLS\S2042.RS S2042 pbinns on DSKJLVW7X2PROD with BILLS 5 •S 2042 RS ‘‘(2) VACANCY.—In the event that a chair- 1 person is not appointed during the 45-day period de- 2 scribed in paragraph (1), the Deputy Administrator 3 of the Small Business Administration shall serve as 4 acting chairperson of the Interagency Committee 5 until a chairperson is appointed under paragraph 6 (1).’’; and 7 (3) in section 404 (15 U.S.C. 7104)— 8 (A) in the matter preceding paragraph (1), 9 by striking ‘‘1995’’ and inserting ‘‘2021’’; 10 (B) in paragraph (1), by adding ‘‘and’’ at 11 the end; 12 (C) in paragraph (2), by striking ‘‘; and’’ 13 and inserting a period; and 14 (D) by striking paragraph (3). 15 SECTION 1.
