## WHAT THIS BILL DOES
This bill prevents the President from canceling permits for oil, natural gas or electric transmission pipelines and related facilities that cross U.S. borders. The President would need Congress to pass a new law before revoking these permits.
## WHO IT AFFECTS
The President of the United States. Owners and operators of oil pipelines, natural gas pipelines and electric transmission facilities that cross international borders.
## KEY PROVISIONS
* The President cannot revoke permits or authorizations for constructing, connecting, operating or maintaining oil pipelines, natural gas pipelines, electric transmission facilities or border-crossing facilities unless Congress passes a law allowing the revocation. (Sec. 2(a))
## WHAT CHANGES
If this becomes law, the President loses the ability to independently cancel these energy facility permits. Any such cancellation would require a separate act of Congress.
## IMPORTANT DEFINITIONS
Border-crossing facility: The portion of an oil pipeline, natural gas pipeline or electric transmission facility located where the United States meets another country's border. (Sec. 2(b)(1))
Oil: Petroleum or a petroleum product. (Sec. 2(b)(3))
Natural gas: Defined by section 2 of the Natural Gas Act. (Sec. 2(b)(2))

Be it enacted by the Senate and House of Representa-

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Protecting Inter-

national Pipelines for Energy Security Act’’.

SEC. 2. PROHIBITION ON REVOCATION OF PRESIDENTIAL

PERMITS.

(a) IN GENERAL.—Notwithstanding any other provi-
3
sion of law, the President may not revoke a Presidential
4
permit, or any other permit or authorization, required pur-
5
suant to Executive Order No. 13337 (3 U.S.C. 301 note),
6
Executive Order No. 11423 (3 U.S.C. 301 note), Execu-
7
tive Order No. 12038 (43 Fed. Reg. 4957), Executive
8
Order No. 10485 (18 Fed. Reg. 5397), or any other Exec-
9
utive order for the construction, connection, operation, or
10
maintenance of an oil or natural gas pipeline or electric
11
transmission facility, or any border-crossing facility there-
12
of, unless such revocation is authorized by an Act of Con-
13
gress.

(b) DEFINITIONS.—In this section:

(1) BORDER-CROSSING
FACILITY.—The term
16
‘‘border-crossing facility’’ means the portion of an oil
17
or natural gas pipeline or electric transmission facil-
18
ity that is located at an international boundary of
19
the United States.

(2) NATURAL GAS.—The term ‘‘natural gas’’
21
has the meaning given such term in section 2 of the
22
Natural Gas Act (15 U.S.C. 717a).
23
(3) OIL.—The term ‘‘oil’’ means petroleum or
24
a petroleum product.
