To improve the safety and security of members of the Armed
Forces, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.
3
This Act may be cited as the ‘‘Servicemember Safety
4
and Security Improvement Act of 2021’’.
5
SEC. 2. MEASURES TO IMPROVE THE SAFETY AND SECU-
6
RITY OF MEMBERS OF THE ARMED FORCES.

(a) COMPREHENSIVE REVIEW OF MISSING PERSONS
8
REPORTING.—The Secretary of Defense shall instruct the
9
Secretary of each military department to undertake a com-

prehensive review of the department’s policies and proce-

dures for reporting members of the Armed Forces absent
2
without leave, on unauthorized absence, or missing.

(b) REVIEW
OF
INSTALLATION-LEVEL
PROCE-
4
DURES.—The head of each military installation command
5
shall—
6
(1) direct each military installation under its
7
command to review its policies and procedures for
8
carrying out the reporting activities described under
9
subsection (a); and
10
(2) update such installation-level policies and
11
procedures with a view towards force protection, en-
12
hanced security for members of the Armed Forces
13
living on base, and prioritizing reporting at the ear-
14
liest reasonable time to local law enforcement at all
15
levels, and Federal law enforcement field offices with
16
overlapping jurisdiction with that installation, when
17
a member is determined to be missing.

(c) INSTALLATION-SPECIFIC

(1) IN
GENERAL.—The commander of each
21
military installation shall establish a protocol for
22
sharing information with local and Federal law en-
23
forcement agencies about members of the Armed
24
Forces that are absent without leave, on unauthor-

ized absence, or missing. The protocol shall provide,

by memorandum of understanding or otherwise, for
2
the commander to immediately notify all local and
3
Federal law enforcement agencies with jurisdictions
4
in the immediate area of the military installation
5
when the status of a member assigned to such in-
6
stallation has been changed to absent without leave,
7
on unauthorized absence, or missing.

(2) REPORTING
TO
MILITARY
INSTALLATION

COMMAND.—The commander of each military instal-
10
lation shall submit the protocol established pursuant
11
to paragraph (1) to the relevant military installation
12
command.
