Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. SHORT TITLE. 3 This Act may be cited as the ‘‘Apprenticeships to Col- 4 lege Act’’. 5 SEC. 2. APPRENTICESHIP COLLEGE CONSORTIUM. 6 (a) IN GENERAL.—Not later than 1 year after the 7 date of enactment of this Act, in order to cooperate with 8 the Secretary of Education and promote awareness and 9 adoption of apprenticeship programs, the Secretary of 10 Labor shall— 11 VerDate Sep 11 2014 04:52 Jun 26, 2021 Jkt 019200 PO 00000 Frm 00001 Fmt 6652 Sfmt 6201 E:\BILLS\H3663.IH H3663 kjohnson on DSK79L0C42PROD with BILLS 2 •HR 3663 IH (1) enter into an interagency agreement with 1 the Secretary of Education to promote and support 2 integration and alignment of programs under the 3 national apprenticeship system with secondary, post- 4 secondary, and adult education, through the activi- 5 ties described in this section; and 6 (2) submit to the Committee on Education and 7 Labor of the House of Representatives and the Com- 8 mittee on Health, Education, Labor, and Pensions 9 of Senate, such agreement and any modifications to 10 such agreement. 11 (b) APPRENTICESHIP COLLEGE CONSORTIUM.—In 12 order to support the establishment of a college consortium 13 of postsecondary educational institutions, related instruc- 14 tion providers, sponsors, qualified intermediaries, and em- 15 ployers for the purposes of promoting stronger connections 16 between programs under the national apprenticeship sys- 17 tem and participating 2- and 4-year postsecondary edu- 18 cational institutions, the interagency agreement under 19 subsection (a) shall include a description of how the Secre- 20 taries will— 21 (1) support data sharing systems that align 22 education records and records of programs under 23 the national apprenticeship system regarding wheth- 24 er program participants who receive financial aid 25 VerDate Sep 11 2014 04:52 Jun 26, 2021 Jkt 019200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H3663.IH H3663 kjohnson on DSK79L0C42PROD with BILLS 3 •HR 3663 IH under title IV of the Higher Education Act of 1965 1 enroll in, or complete, postsecondary coursework 2 while participating in a program under such system; 3 (2) provide guidance on how to align eligible 4 funding from, planning processes for, and the re- 5 quirements of the Carl D. Perkins Career and Tech- 6 nical Education Act of 2006 (20 U.S.C. 2301 et 7 seq.), the Rehabilitation Act of 1973, and the High- 8 er Education Act of 1965 (20 U.S.C. 1001 et seq.) 9 with this Act; 10 (3) require all participants of the apprentice- 11 ship college consortium to enter into agreements 12 to— 13 (A) have an articulation agreement with a 14 participating sponsor of an apprenticeship pro- 15 gram, which may include a 2- or 4-year postsec- 16 ondary educational institution; 17 (B) create or expand the awarding and ar- 18 ticulation of academic credit for related instruc- 19 tion completed and credentials awarded to pro- 20 gram participants as part of a program under 21 the national apprenticeship system; and 22 (C) support the creation or expansion of 23 electronic transcripts for apprenticeship pro- 24 VerDate Sep 11 2014 04:52 Jun 26, 2021 Jkt 019200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\H3663.IH H3663 kjohnson on DSK79L0C42PROD with BILLS 4 •HR 3663 IH grams and all academic content, including re- 1 lated instruction and on-the-job training; 2 (4) provide technical assistance on eligible uses 3 of financial aid, including the Federal work study 4 program under part C of title IV of the Higher Edu- 5 cation Act of 1965 (20 U.S.C. 1087–51 et seq.), for 6 related instruction for programs under the national 7 apprenticeship system; 8 (5) provide to consortium participants or poten- 9 tial participants information regarding— 10 (A) a list of apprenticeship programs in re- 11 lated occupations offered in the State or avail- 12 able under the Office of Apprenticeship that 13 may become part of the consortium; 14 (B) information on how to develop an ap- 15 prenticeship program; 16 (C) information on Federal, State, and 17 local financial resources available to assist with 18 the establishment and implementation of ap- 19 prenticeship programs; and 20 (D) information on related qualified inter- 21 mediaries or industry or sector partnerships 22 supporting apprenticeship programs, as applica- 23 ble; and 24 VerDate Sep 11 2014 04:52 Jun 26, 2021 Jkt 019200 PO 00000 Frm 00004 Fmt 6652 Sfmt 6201 E:\BILLS\H3663.IH H3663 kjohnson on DSK79L0C42PROD with BILLS 5 •HR 3663 IH (6) support information regarding the appren- 1 ticeship consortium being made available on a pub- 2 licly accessible website, including— 3 (A) a list of participating members of the 4 consortium, apprenticeship programs provided, 5 credentials awarded with each program, and 6 available apprenticeable occupations; and 7 (B) models of articulation agreements, 8 prior learning assessments, and competency- 9 based curriculum for related instruction for il- 10 lustrative purposes. 11 Æ VerDate Sep 11 2014 04:52 Jun 26, 2021 Jkt 019200 PO 00000 Frm 00005 Fmt 6652 Sfmt 6301 E:\BILLS\H3663.IH H3663 kjohnson on DSK79L0C42PROD with BILLS
