To promote the interconnection of electric transmission facilities between
the United States and Mexico, and for other purposes.
IN THE HOUSE OF REPRESENTATIVES

Mr. CUELLAR introduced the following bill; which was referred to the Com-
mittee on Energy and Commerce, and in addition to the Committee on
Foreign Affairs, for a period to be subsequently determined by the Speak-
er, in each case for consideration of such provisions as fall within the ju-
risdiction of the committee concerned
A BILL
To promote the interconnection of electric transmission facili-
ties between the United States and Mexico, and for other
purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘United States-Mexico
4
Electricity Exchange Act’’.

SEC. 2. UNITED STATES-MEXICO ELECTRICITY EXCHANGE

INITIATIVE.

(a) IN GENERAL.—The Secretary of Energy shall
3
work with the appropriate representatives of the Govern-
4
ment of Mexico, to the extent practicable, to establish a
5
United States-Mexico Electricity Exchange Initiative to
6
promote the interconnection of electric transmission facili-
7
ties between the southern border States of the United
8
States and Mexico.
9
(b) REQUIREMENTS.—In carrying out this section,
10
the Secretary shall—
11
(1) conduct a study on the opportunities and
12
obstacles to cross-border trade of electricity;
13
(2) strengthen electric grid resilience and reli-
14
ability in the border region;
15
(3) promote the generation and exchange of
16
electricity in the border region; and
17
(4) strengthen the economic conditions in the
18
border region.

(c) REPORTING.—
20
(1) INITIAL REPORT.—Not later than 365 days
21
after the date of the enactment of this Act, the Sec-
22
retary shall submit to the Committee on Energy and
23
Commerce and the Committee on Appropriations of
24
the House of Representatives and the Committee on
25
Energy and Natural Resources and the Committee

on Appropriations of the Senate a report containing

a plan to establish the United States-Mexico Elec-
2
tricity Exchange Initiative.

(2) ANNUAL UPDATES.—Not later than 2 years
4
after the date of enactment of this Act, and annually
5
thereafter, the Secretary shall submit to the Com-
6
mittee on Energy and Commerce and the Committee
7
on Appropriations of the House of Representatives
8
and the Committee on Energy and Natural Re-
9
sources and the Committee on Appropriations of the
10
Senate a report on the implementation of the United
11
States-Mexico Electricity Exchange Initiative.

(d) AUTHORIZATION OF APPROPRIATIONS.—There is
13
authorized to be appropriated to carry out this section not
14
more than $1,000,000 for each of fiscal years 2022
15
through 2025.
