What This Bill Does
This bill amends federal drug laws to classify fentanyl-related substances as Schedule I controlled substances (drugs with no accepted medical use and high abuse potential). The bill aims to control chemical variations of fentanyl that have similar structures but may not currently be illegal.
Who It Affects
Not specified in bill text
Key Provisions
• Any material, compound, mixture or preparation containing any amount of fentanyl-related substances becomes a Schedule I controlled substance, unless specifically exempted or listed in another schedule (Sec. 2(a))
• Fentanyl-related substances include any substance chemically similar to fentanyl through specific modifications including changes to its phenyl portion, substitutions on the phenethyl group, changes to the piperidine ring, replacement of the aniline ring, or replacement of the N-propionyl group (Sec. 2(a))
What Changes
Any material containing fentanyl-related substances as defined in the bill becomes illegal to possess, distribute or manufacture without proper authorization, effective one day after the bill becomes law.
Important Definitions
"Fentanyl-related substances" means any substance structurally similar to fentanyl through specific chemical modifications outlined in the bill, including variations in their isomers (different arrangements of atoms), esters (chemical compounds), ethers (compounds with oxygen), salts and combinations thereof.
Effective Date
One day after the bill becomes law (Sec. 2(b))
