NOTIFICATION REGARDING SNAP FOR STUDENTS 1 RECEIVING FEDERAL WORK-STUDY ASSIST- 2 ANCE. 3 Section 443 of the Higher Education Act of 1965 (20 4 U.S.C. 1087–53) is amended by adding at the end the fol- 5 lowing: 6 ‘‘(f) NOTIFICATION REGARDING SNAP.— 7 ‘‘(1) IN GENERAL.—An institution receiving a 8 grant under this part shall send a notification (by 9 email or other electronic means) to each eligible stu- 10 dent informing the student of their potential eligi- 11 bility for participation in SNAP and the process for 12 obtaining more information, confirming eligibility, 13 and accessing benefits under that program. The no- 14 tification shall be developed by the Secretary of Edu- 15 cation in consultation with the Secretary of Agri- 16 culture, and shall include details on eligibility re- 17 quirements for participation in SNAP that a student 18 must satisfy. The notification shall be, to the extent 19 practicable, specific to the student’s State of resi- 20 dence and shall provide contact information for the 21 local office where an application for SNAP may be 22 made. 23 ‘‘(2) EVIDENCE OF PARTICIPATION IN FEDER- 24 ALLY FINANCED WORK-STUDY PROGRAM.—The noti- 25 fication under paragraph (1) shall include an official 26 VerDate Sep 11 2014 05:15 Jun 22, 2021 Jkt 019200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H3362.IH H3362 khammond on DSKJM1Z7X2PROD with BILLS 3 •HR 3362 IH document confirming that the recipient is an eligible 1 student sufficient for purposes of demonstrating that 2 the exclusion from ineligibility for participation in 3 SNAP under section 6(e)(4) of the Food and Nutri- 4 tion Act of 2008 (7 U.S.C. 2015(e)(4)) applies to 5 the student. 6 ‘‘(3) GUIDANCE.—The Secretary of Education, 7 in consultation with the Secretary of Agriculture, 8 shall provide guidance to States and institutions of 9 higher education on how to identify and commu- 10 nicate with students who are likely to be eligible for 11 SNAP, including those eligible for a State or feder- 12 ally financed work-study program. 13 ‘‘(4) DEFINITIONS.—For purposes of this sub- 14 section: 15 ‘‘(A) The term ‘eligible student’ means a 16 student receiving work-study assistance under 17 this part. 18 ‘‘(B) The term ‘SNAP’ means the supple- 19 mental nutrition assistance program (as defined 20 in section 3(t) of the Food and Nutrition Act 21 of 2008 (7 U.S.C. 2012(t))).’’. 22 Æ VerDate Sep 11 2014 05:15 Jun 22, 2021 Jkt 019200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6301 E:\BILLS\H3362.IH H3362 khammond on DSKJM1Z7X2PROD with BILLS
