Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. SHORT TITLE. 3 This Act may be cited as the ‘‘Grandfamily Housing 4 Act of 2021’’. 5 SEC. 2. GRANT PROGRAM. 1 ‘‘(a) IN GENERAL.—The Secretary shall, not later 2 than 180 days after the date of the enactment of this sec- 3 tion, establish a program to provide grants to owners of 4 intergenerational dwelling units. 5 ‘‘(b) APPLICATION.—To be eligible to receive a grant 6 under this section, an owner of an intergenerational dwell- 7 ing unit shall submit an application to the Secretary at 8 such time, in such manner, and containing such informa- 9 tion as the Secretary may reasonably require. 10 ‘‘(c) USE OF GRANT AMOUNTS.—An owner of an in- 11 tergenerational dwelling unit that receives a grant under 12 this section shall use amounts provided to cover costs asso- 13 ciated with— 14 ‘‘(1) employing a service coordinator to— 15 ‘‘(A) provide onsite services to intergenera- 16 tion families, including tutoring, health care 17 services, and afterschool care; and 18 ‘‘(B) coordinate with any local kinship nav- 19 igator program (as described in section 20 474(a)(7) of the Social Security Act); 21 ‘‘(2) facilitating outreach to intergenerational 22 families as described in subsection (c); 23 ‘‘(3) planning and providing services to inter- 24 generational families; and 25 VerDate Sep 11 2014 03:22 Jun 18, 2021 Jkt 019200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H3111.IH H3111 pbinns on DSKJLVW7X2PROD with BILLS 3 •HR 3111 IH ‘‘(4) maintaining spaces within the property 1 which contains the intergenerational dwelling unit 2 used for programing and services for intergenera- 3 tional families. 4 ‘‘(d) OUTREACH.— 5 ‘‘(1) IN GENERAL.—An owner of an intergen- 6 erational dwelling unit that receives a grant shall en- 7 gage with intergenerational families in the commu- 8 nity surrounding the property that contains the 9 grandfamily housing owned by the grant recipient 10 by— 11 ‘‘(A) performing periodic informational 12 outreach; and 13 ‘‘(B) planning and executing events for in- 14 tergenerational families. 15 ‘‘(2) COORDINATION.—Outreach shall, where 16 possible, be in coordination with a local kinship navi- 17 gator program (as described in section 474(a)(7) of 18 the Social Security Act) or a comparable program or 19 entity in the State in which the intergenerational 20 dwelling unit is located.’’. 21 (b) REPORT.—Not later than 1 year after the date 22 of the enactment of this section, the Secretary of Housing 23 and Urban Development shall submit to the Congress a 24 report that— 25 VerDate Sep 11 2014 03:22 Jun 18, 2021 Jkt 019200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\H3111.IH H3111 pbinns on DSKJLVW7X2PROD with BILLS 4 •HR 3111 IH (1) describes the effectiveness of the grant pro- 1 gram establish pursuant to section 206 of the LEG- 2 ACY Act of 2003; and 3 (2) makes recommendations for legislative 4 changes that could allow for the grant program to 5 be more effective. 6 (c) AUTHORIZATION OF APPROPRIATIONS.—There 7 are authorized to be appropriated to the Secretary to carry 8 out this section $50,000,000 for each of fiscal years 2022 9 and 2023. 10 Æ VerDate Sep 11 2014 03:22 Jun 18, 2021 Jkt 019200 PO 00000 Frm 00004 Fmt 6652 Sfmt 6301 E:\BILLS\H3111.IH H3111 pbinns on DSKJLVW7X2PROD with BILLS
