COORDINATOR FOR HUMAN TRAFFICKING ISSUES. 1 (a) IN GENERAL.—Subchapter I of chapter 3 of sub- 2 title I of title 31, United States Code, is amended by add- 3 ing at the end the following: 4 ‘‘§ 316. Coordinator for Human Trafficking Issues 5 ‘‘(a) IN GENERAL.—Not later than 180 days after 6 the date of the enactment of this section, the Secretary 7 of the Treasury shall designate a Coordinator for Human 8 Trafficking Issues within the Department of the Treasury 9 who shall report to the Secretary. 10 ‘‘(b) DUTIES.—The Coordinator for Human Traf- 11 ficking Issues— 12 ‘‘(1) shall— 13 ‘‘(A) coordinate activities, policies, and 14 programs of the Department that relate to 15 human trafficking, including activities, policies, 16 and programs intended to— 17 ‘‘(i) prevent, detect, and respond to 18 human trafficking; 19 ‘‘(ii) help understand the challenges 20 faced by victims and survivors of human 21 trafficking, including any circumstances 22 that may increase the risk of a person be- 23 coming a victim or survivor of human traf- 24 ficking; and 25 VerDate Sep 11 2014 23:44 Jun 10, 2021 Jkt 019200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H3094.IH H3094 kjohnson on DSK79L0C42PROD with BILLS 3 •HR 3094 IH ‘‘(iii) support victims and survivors of 1 human trafficking; 2 ‘‘(B) promote, advance, and support the 3 consideration of human trafficking issues in the 4 programs, structures, processes, and capacities 5 of bureaus and offices of the Department, 6 where appropriate; 7 ‘‘(C) regularly consult human trafficking 8 stakeholders; 9 ‘‘(D) serve as the principal advisor to the 10 Secretary with respect to activities and issues 11 relating to human trafficking, including issues 12 relating to victims and survivors of human traf- 13 ficking; 14 ‘‘(E) advise the Secretary of actions that 15 may be taken to improve information sharing 16 between human trafficking stakeholders and 17 Federal, State, Local, Territory, and Tribal 18 government agencies, including law enforcement 19 agencies, while protecting privacy and, as a re- 20 sult, improve societal responses to issues relat- 21 ing to human trafficking, including issues relat- 22 ing to the victims and survivors of human traf- 23 ficking; and 24 VerDate Sep 11 2014 23:44 Jun 10, 2021 Jkt 019200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\H3094.IH H3094 kjohnson on DSK79L0C42PROD with BILLS 4 •HR 3094 IH ‘‘(F) participate in coordination between 1 Federal, State, Local, Territory, and Tribal 2 government agencies on issues relating to 3 human trafficking; and 4 ‘‘(2) may design, support, and implement De- 5 partment activities relating to human trafficking, in- 6 cluding activities designed to prevent, detect, and re- 7 spond to human trafficking. 8 ‘‘(c) HUMAN TRAFFICKING DEFINED.—In this sec- 9 tion, the term ‘human trafficking’ means severe forms of 10 trafficking in persons as such term is defined in section 11 103 of the Trafficking Victims Protection Act of 2000. 12 ‘‘(d) HUMAN TRAFFICKING STAKEHOLDER.—The 13 term ‘human trafficking stakeholder’ means— 14 ‘‘(1) a non-governmental organization; 15 ‘‘(2) a human rights organization; 16 ‘‘(3) an anti-human trafficking organization; 17 ‘‘(4) a group representing a population vulner- 18 able to human trafficking or victims or survivors of 19 human trafficking, and related issues; 20 ‘‘(5) an industry group; 21 ‘‘(6) a financial institution; 22 ‘‘(7) a technology firm; and 23 ‘‘(8) another individual or group that is work- 24 ing to prevent, detect, and respond to human traf- 25 VerDate Sep 11 2014 23:44 Jun 10, 2021 Jkt 019200 PO 00000 Frm 00004 Fmt 6652 Sfmt 6201 E:\BILLS\H3094.IH H3094 kjohnson on DSK79L0C42PROD with BILLS 5 •HR 3094 IH ficking and to support victims and survivors of 1 human trafficking.’’. 2 (b) CONFORMING AMENDMENT.—The table of sec- 3 tions in chapter 3 of subtitle I of title 31, United States 4 Code, is amended by adding at the end the following: 5 ‘‘316.
