mittee on the Judiciary
A BILL
To amend the Omnibus Crime Control and Safe Streets
Act of 1968 to provide for the eligibility of rural commu-
nity response pilot programs for funding under the Com-
prehensive Opioid Abuse Grant Program, and for other
purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ββRural Area Opioid Pre-

vention Pilot Program Actββ.

SEC. 2. ELIGIBILITY OF RURAL COMMUNITY RESPONSE

PILOT PROGRAMS FOR FUNDING UNDER THE
2
COMPREHENSIVE OPIOID ABUSE GRANT PRO-
3
GRAM.

Section 3021 of title I of the Omnibus Crime Control
5
and Safe Streets Act of 1968 (34 U.S.C. 10701) is amend-
6
edβ
7
(1) in subsection (a)(1)β
8
(A) in subparagraph (F), by striking
9
ββandββ;
10
(B) in subparagraph (G), by striking the
11
period at the end and inserting ββ; andββ; and
12
(C) by adding at the end the following:
13
ββ(H) a pilot program for rural areas to im-
14
plement community response programs that
15
focus on presenting alternatives to incarceration
16
and reducing opioid overdose deaths, as de-
17
scribed in subsection (f).ββ; and
18
(2) by adding at the end the following:

ββ(f) RURAL PILOT PROGRAM.βThe pilot program
20
described under this subsection shall make grants to rural
21
areas to implement community response programs to re-
22
duce opioid overdose deaths. Grants issued under this sub-
23
section shall be jointly operated by units of local govern-
24
ment, in collaboration with public safety and public health
25
agencies or public safety, public health and behavioral

health collaborations. A community response program
1
under this subsection shall identify gaps in community
2
prevention, treatment, and recovery services for individ-
3
uals who encounter the criminal justice system and shall
4
establish treatment protocols to address identified short-
5
comings. The Attorney General, through the Office of Jus-
6
tice Programs, shall increase the amount provided as a
7
grant under this section for a pilot program by no more
8
than five percent for each of the two years following cer-
9
tification by the Attorney General of the submission of
10
data by the rural area on the prescribing of schedules II,
11
III, and IV controlled substances to a prescription drug
12
monitoring program, or any other centralized database ad-
13
ministered by an authorized State agency, which includes
14
tracking the dispensation of such substances, and pro-
15
viding for interoperability and data sharing with each
16
other such program (including an electronic health records
17
system) in each other State, and with any interstate entity
18
that shares information between such programs.ββ.

SEC. 3. PROVISION REGARDING CERTAIN FUNDING LEVEL
20
FOR RURAL COMMUNITIES.
