To require the United States Executive Director of the International Bank
for Reconstruction and Development to oppose assistance by the Bank
for any country that exceeds the graduation threshold of the Bank
and is of concern with respect to religious freedom.

SCOTT of Florida) introduced the following bill; which was read twice and
referred to the Committee on Foreign Relations
A BILL
To require the United States Executive Director of the Inter-
national Bank for Reconstruction and Development to
oppose assistance by the Bank for any country that
exceeds the graduation threshold of the Bank and is
of concern with respect to religious freedom.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘World Bank Integrity
4
Preservation Act of 2021’’.

SEC. 2. OPPOSITION TO ASSISTANCE BY THE INTER-

NATIONAL BANK FOR RECONSTRUCTION AND
2
DEVELOPMENT FOR COUNTRIES THAT EX-
3
CEED THE GRADUATION THRESHOLD AND
4
ARE OF CONCERN FOR RELIGIOUS FREEDOM.

The United States Governor of the International
6
Bank for Reconstruction and Development shall instruct
7
the United States Executive Director of the Bank to vote
8
against, and to use the Executive Director’s best efforts
9
to deny, any loan or the extension of any financial or tech-
10
nical assistance by the Bank to a country if—
11
(1) the gross national income per capita of the
12
country exceeds, by more than 35 percent, the
13
threshold for graduation from eligibility for assist-
14
ance from the Bank;
15
(2) the reserves of the country exceed an
16
amount equivalent to the value of goods and services
17
imported into the country during the most recent
18
12-month period for which data are available; and
19
(3) the country is designated—
20
(A) as a country of particular concern for
21
religious freedom under clause (ii) of section
22
402(b)(1)(A) of the International Religious
23
Freedom

1998
