To require the Secretary of State to submit a report to
Congress describing certain violations by Mexican au-
thorities of the U.S.-Mexico Mutual Legal Assistance
Treaty, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLES.
3
This Act may be cited as the ‘‘Transparency to Reha-
4
bilitate United States Treaties with Mexico Act of 2021’’
5
or the ‘‘TRUST with Mexico Act of 2021’’.
6
SEC. 2. DEFINITIONS.

TEES.—The term ‘‘appropriate congressional com-

mittees’’ means—
3
(A) the Committee on Foreign Relations of
4
the Senate; and
5
(B) the Committee on Foreign Affairs of
6
the House of Representatives.

(2) U.S.-MEXICO MUTUAL LEGAL ASSISTANCE
8
TREATY.—The term ‘‘U.S.-Mexico Mutual Legal As-
9
sistance Treaty’’ means the Treaty on Cooperation
10
for Mutual Legal Assistance, done at Mexico City
11
December 9, 1987, and entered into force May 3,
12
1991 (TIAS 91–503).

SEC. 3. REPORT ON ACTIONS BY THE GOVERNMENT OF
14
MEXICO IN VIOLATION OF THE U.S.-MEXICO
15
MUTUAL LEGAL ASSISTANCE TREATY.
16
(a) IN GENERAL.—Not later than 120 days after the
17
date of the enactment of this Act, the Secretary of State
18
shall submit a report to the appropriate congressional
19
committees that describes any actions taken by the Gov-
20
ernment of Mexico, on or after January 1, 2020, that con-
21
travene paragraph (1) of Article 6 of the U.S.-Mexico Mu-
22
tual Legal Assistance Treaty.
23
(b) CONTENTS.—The report required under sub-
24
section (a) shall include—

(1) for every action identified in such report, a
1
description of—
2
(A) the action taken;
3
(B) the government agency or agencies re-
4
sponsible for such action;
5
(C) a description of the action’s effect on
6
the joint counternarcotics efforts of the United
7
States and Mexico; and
8
(D) a description of the action’s effect on
9
the national security of the United States; and
10
(2) a description of the assets of Division Gen-
11
eral Salvador Cienfuegos Zepeda, including a de-
12
scription of—
13
(A) his estimated net worth;
14
(B) the estimated net worth of his imme-
15
diate family members; and
16
(C) all of his real, personal, and intellec-
17
tual property, bank or investment or similar ac-
18
counts, and any other financial or business in-
19
terests or holdings, including those outside of
20
Mexico, whether obtained legitimately or illegit-
21
imately.
