Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. SHORT TITLE. 3 This Act may be cited as the ‘‘Technology Standards 4 Task Force Act of 2021’’. 5 SEC. 2. ESTABLISHMENT OF EMERGING TECHNOLOGY 6 STANDARDS-SETTING TASK FORCE. 7 (a) ESTABLISHMENT.— 8 VerDate Sep 11 2014 01:30 May 25, 2021 Jkt 019200 PO 00000 Frm 00001 Fmt 6652 Sfmt 6201 E:\BILLS\S1498.IS S1498 kjohnson on DSK79L0C42PROD with BILLS 2 •S 1498 IS (1) IN GENERAL.—The Director of the Office of 1 Science and Technology Policy shall establish a task 2 force on setting emerging technology standards. 3 (2) DESIGNATION.—The task force established 4 under paragraph (1) shall be known as the ‘‘Emerg- 5 ing Technology Standards-Setting Task Force’’ (in 6 this section referred to as the ‘‘Task Force’’). 7 (b) MEMBERSHIP.— 8 (1) COMPOSITION.—The Task Force shall be 9 composed of members as follows: 10 (A) The Director. 11 (B) At least two individuals selected by the 12 Secretary of Commerce, one whom— 13 (i) at least one shall be selected by the 14 Secretary to represent the Department of 15 Commerce generally; and 16 (ii) at least one shall be selected by 17 the Secretary to represent the National In- 18 stitute of Standards and Technology. 19 (C) At least one individual selected by the 20 Secretary of State to represent the Department 21 of State. 22 (D) At least one individual selected by the 23 Secretary of Defense to represent the Depart- 24 ment of Defense. 25 VerDate Sep 11 2014 01:30 May 25, 2021 Jkt 019200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\S1498.IS S1498 kjohnson on DSK79L0C42PROD with BILLS 3 •S 1498 IS (E) At least one individual selected by the 1 Secretary of Energy to represent the Depart- 2 ment of Energy. 3 (F) At least one individual selected by the 4 Secretary of Labor to represent the Department 5 of Labor. 6 (G) At least one individual selected by the 7 Secretary of Transportation to represent the 8 Department of Transportation. 9 (H) At least one individual selected by the 10 Attorney General to represent the Department 11 of Justice. 12 (I) At least one individual selected by the 13 Secretary of the Treasury to represent the De- 14 partment of the Treasury. 15 (2) CHAIRPERSON.—The Chairperson of the 16 Task Force shall be the Director. 17 (c) DUTIES.— 18 (1) STRATEGIC PLAN.—Not later than one year 19 after the date of the enactment of this Act, the Task 20 Force shall develop a long-term strategic plan for 21 the United States to lead emerging technology 22 standards-setting processes. 23 (2) ADDITIONAL DUTIES.—In carrying out 24 paragraph (1), the Task Force shall— 25 VerDate Sep 11 2014 01:30 May 25, 2021 Jkt 019200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\S1498.IS S1498 kjohnson on DSK79L0C42PROD with BILLS 4 •S 1498 IS (A) assess which technology standards 1 (such as fifth and sixth generation wireless net- 2 working technology and artificial intelligence) 3 have the greatest effect on national security and 4 economic competitiveness; 5 (B) describe and analyze the ways in which 6 standards setting processes can be misused by 7 governments for protectionist ends and human 8 rights abuses; 9 (C) establish and execute a strategy to en- 10 sure credibility and engagement with inter- 11 national institutions; and 12 (D) develop a list of allies and partners 13 with which to align with respect to the strategy 14 to be established and executed under subpara- 15 graph (B). 16 (d) ENGAGEMENT.—In carrying out the duties of the 17 Task Force, the Task Force shall engage with academia 18 and the private sector. 19 (e) STAFF.—The Chairperson of the Task Force may 20 appoint or delegate an executive director and such other 21 additional personnel as may be necessary to enable the 22 Task Force to perform its duties. 23 Æ VerDate Sep 11 2014 01:30 May 25, 2021 Jkt 019200 PO 00000 Frm 00004 Fmt 6652 Sfmt 6301 E:\BILLS\S1498.IS S1498 kjohnson on DSK79L0C42PROD with BILLS
