Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,
2
SECTION 1. SHORT TITLE.
3
This Act may be cited as the ‘‘Pullman National His-
4
torical Park Act’’.
5
SEC. 2. DEFINITIONS.
6
In this Act:
7
(1) HISTORICAL
PARK.—The term ‘‘historical
8
park’’ means the Pullman National Historical Park
9
established in section 3(a).
10
(2) SECRETARY.—The term ‘‘Secretary’’ means
11
the Secretary of the Interior.

SEC. 3. REDESIGNATION OF PULLMAN NATIONAL MONU-
13
MENT.
14
(a) IN GENERAL.—There is established the Pullman
15
National Historical Park for the purposes set forth in this
16
Act.
17
(b) ABOLISHMENT OF MONUMENT, INCORPORATION OF
18
LANDS, AND AVAILABILITY OF FUNDS.—The Pullman Na-
19
tional Monument, established by Proclamation Number
20
9233, dated February 19, 2015, is abolished as such, and
21
all lands or interests in land that constitute the Monument
22
(as in existence on the day before the date of enactment of
23
this Act) are incorporated in, and shall be considered to
24
be part of, the historical park. Any funds available for pur-

poses of the Pullman National Monument shall be available

for purposes of the historical park.

(c) REFERENCES.—Any references in a law, regula-
3
tion, document, record, map, or other paper of the United
4
States to the Pullman National Monument shall be consid-
5
ered to be a reference to the historical park.

SEC. 4. PURPOSES.
7
The purposes of the historical park are to preserve,
8
protect, and interpret Pullman’s nationally significant cul-
9
tural and historical resources associated with—
10
(1) the Nation’s labor history and creation of a
11
national Labor Day holiday;
12
(2) the first planned model industrial commu-
13
nity in the United States;
14
(3) the architecture and landscape design of the
15
planned community;
16
(4) the pivotal role of the Pullman porter in the
17
rise of the African-American middle class; and
18
(5) the entirety of the history, and historic fig-
19
ures discussed in Presidential Proclamation Number
20
9233.

SEC. 5. BOUNDARIES.

(a) IN GENERAL.—The boundaries of the historical
23
park are as generally depicted on the map entitled ‘‘Pull-

(b) ACQUISITION OF LAND.—The Secretary may ac-
3
quire land, including interests in land, within the bound-
4
aries of the historical park by donation, transfer, exchange,
5
or purchase from a willing seller using donated or appro-
6
priated funds.
7
(c) AVAILABILITY OF MAP.—The map shall be on file
8
and available for public inspection in the appropriate of-
9
fices of the National Park Service and the Department of
10
the Interior.

SEC. 6. ADMINISTRATION.
12
The Secretary shall administer the land within the
13
boundary of the historical park in accordance with—
14
(1) this Act; and
15
(2) the laws generally applicable to units of the
16
National Park System, including—
17
(A) section 100101(a), chapter 1003, and
18
sections 100751(a), 100752, 100753 and 102101
19
of title 54, United States Code; and
20
(B) chapter 3201 of title 54, United States
21
Code.

SEC. 7. COOPERATIVE AGREEMENTS.
23
(a) IN GENERAL.—The Secretary may enter into coop-
24
erative agreements with the State, other public and non-

profit entities, and other interested parties to identify, in-
1
terpret, and provide technical assistance, including collabo-
2
rative interpretive and educational programs, at—
3
(1) non-Federal historic properties within the
4
boundaries of the historical park; and
5
(2) sites in close proximity to the historical park,
6
but located outside the boundaries of the historical
7
park, including providing for placement of directional
8
and interpretive signage, exhibits, and technology-
9
based interpretive devices.

(b) PRESERVATION.—The Secretary may enter into co-
11
operative agreements with the State, other public and non-
12
profit entities, and other interested parties to provide finan-
13
cial assistance to mark, interpret, and restore non-Federal
14
nationally significant historic or cultural properties and re-
15
sources within the historical park as the Secretary deter-
16
mines appropriate to carry out the purposes of this Act.
17
These cooperative agreements will be subject to such terms
18
and conditions that the Secretary determines necessary, and
19
shall provide that—
20
(1) reasonable public access to the property cov-
21
ered by such agreement for the purpose of interpreting
22
them to the public;

(2) no changes or alterations shall be made to the
1
exterior of the properties except by mutual agreement
2
of the other parties to the agreements;
3
(3) the Federal share of the total cost of any ac-
4
tivity carried out under the agreement shall be not
5
more than 50 percent, with in-kind contributions or
6
goods or services fairly valued authorized, as appro-
7
priate, for the non-Federal share; and
8
(4) any conversion, use, or disposal of the re-
9
stored property for purposes that are inconsistent
10
with the purposes of this subsection, as determined by
11
the Secretary, shall result in a right of the United
12
States to reimbursement of the greater of—
13
(A) the amount provided by the Secretary
14
to the project; or
15
(B) an amount equal to the increase in the
16
value of the project that is attributable to the
17
funds, as determined by the Secretary at the
18
time of the conversion, use, or disposal.
19
SEC. 8. MANAGEMENT PLAN.
20
Not later than 3 years after the date on which funds
21
are first made available to carry out this Act, the Secretary
22
shall complete a general management plan for the historical
23
park in accordance with section 100502 of title 54.
