SHORT TITLES. 3 This Act may be cited as the ‘‘Advancing Mutual In- 4 terests and Growing Our Success Act’’ or the ‘‘AMIGOS 5 Act’’. 6 SEC. 2. NONIMMIGRANT TRADERS AND INVESTORS. 7 For purposes of clauses (i) and (ii) of section 8 101(a)(15)(E) of the Immigration and Nationality Act (8 9 U.S.C. 1101(a)(15)(E)), Portugal shall be considered to 10 be a foreign state described in such section if the Govern- 11 ment of Portugal provides similar nonimmigrant status to 12 nationals of the United States. 13 SEC. 3. MODIFICATION OF ELIGIBILITY CRITERIA FOR E 14 VISAS. 15 Section 101(a)(15)(E) of the Immigration and Na- 16 tionality Act (8 U.S.C. 1101(a)(15)(E)) is amended— 17 (1) in the matter preceding clause (i)— 18 (A) by inserting ‘‘(or, in the case of an 19 alien who acquired the relevant nationality 20 through a financial investment and who has not 21 previously been granted status under this sub- 22 paragraph, the foreign state of which the alien 23 is a national and in which the alien has been 24 domiciled for a continuous period of not less 25 VerDate Sep 11 2014 08:24 Jun 25, 2021 Jkt 019200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H2571.RFS H2571 kjohnson on DSK79L0C42PROD with BILLS 3 HR 2571 RFS than 3 years at any point before applying for 1 a nonimmigrant visa under this subparagraph)’’ 2 before ‘‘, and the spouse’’; and 3 (B) by striking ‘‘him’’ and inserting ‘‘such 4 alien’’; and 5 (2) by striking ‘‘he’’ each place such term ap- 6 pears and inserting ‘‘the alien’’. 7 SEC. 4. DETERMINATION OF BUDGETARY EFFECTS. 8 The budgetary effects of this Act, for the purpose of 9 complying with the Statutory Pay-As-You-Go Act of 2010, 10 shall be determined by reference to the latest statement 11 titled ‘‘Budgetary Effects of PAYGO Legislation’’ for this 12 Act, submitted for printing in the Congressional Record 13 by the Chairman of the House Budget Committee, pro- 14 vided that such statement has been submitted prior to the 15 vote on passage. 16 Passed the House of Representatives June 23, 2021.
