What This Bill Does
This bill changes how the government reports on clean energy demonstration projects. It requires the Secretary of Energy (the head of the Department of Energy) to give detailed reports to Congress and the public about how these projects are progressing and whether they are meeting their goals.

- The Secretary may combine these new reports with other required reports to reduce paperwork (Sec. 2).

The Department of Energy will now have to publicly share specific information about clean energy projects on the internet in a digital format that is accessible to anyone.

SECTION 1. SHORT TITLE.

This Act may be cited as the ββClean Energy Dem-

onstration Transparency Act of 2023ββ.

SEC. 2. PROJECT MANAGEMENT AND OVERSIGHT REPORT-

ING REQUIREMENTS.

Subsection (h) of section 41201 of the Infrastructure
6
Investment and Jobs Act (42 U.S.C. 18861) is amended
7
by adding at the end following new paragraph:

ββ(3) FURTHER REPORTS.β

ββ(A) IN
GENERAL.βNot later than six
10
months after the date of the enactment of this
11
paragraph and at least semiannually thereafter,
12
the Secretary shall submit to the Committee on
13
Science, Space, and Technology and the Com-
14
mittee on Appropriations of the House of Rep-
15
resentatives and the Committee on Energy and
16
Natural Resources and the Committee on Ap-
17
propriations of the Senate a report, and make
18
publicly available in digital online format, that
19
contains, for the period covered by each such
20
report, for each covered project or other dem-
21
onstration project administered or supported by
22
the program, the following:

ββ(i) A copy of any initial contracts or

financial assistance agreements executed

between the Department and an award re-
