in the United States may not be vaccinated until nationals of the United
States and aliens who are lawfully admitted for permanent residence
in the United States are fully vaccinated for COVID–19, and for other
purposes.

A BILL
To clarify that aliens who are not lawfully admitted for
permanent residence in the United States may not be
vaccinated until nationals of the United States and aliens
who are lawfully admitted for permanent residence in
the United States are fully vaccinated for COVID–19,
and for other purposes.
Be it enacted by the Senate and House of Representa-

SECTION 1. SHORT TITLE.
1
This Act may be cited as the ‘‘Saving Hypodermic
2
Injections and Offering vaccines to Taxpayers Swiftly Act
3
of 2021’’ or the ‘‘SHOTS Act of 2021’’.
4
SEC. 2. COVID–19 VACCINE PRIORITY FOR NATIONALS OF
5
THE UNITED STATES AND ALIENS LAWFULLY
6
ADMITTED FOR PERMANENT RESIDENCE.

(a) IN GENERAL.—An alien who is not lawfully ad-
8
mitted for permanent residence in the United States may
9
not be vaccinated for COVID–19 until the date on which
10
all nationals of the United States (as such term is defined
11
in section 101 of the Immigration and Nationality Act (8
12
U.S.C. 1101)) seeking such a vaccine and aliens who are
13
lawfully admitted for permanent residence in the United
14
States on the date of enactment of this Act seeking such
15
a vaccine are fully vaccinated for COVID–19.

(b) RULEMAKING; GUIDANCE.—

(1) RULEMAKING.—Not later than 30 days
18
after the date of enactment of this Act, the Sec-
19
retary of Homeland Security, and the Head of any
20
other applicable Federal agency, shall issue interim
21
final rules to carry out this Act.
22
(2) GUIDANCE.—The Secretary of Homeland
23
Security, and the head of any other applicable Fed-
24
eral agency, shall amend applicable guidance to re-
25
flect the priority described in subsection (a).

(c) SUNSET.—This Act shall sunset on the earlier

of—
2
(1) the date on which the President certifies to
3
Congress that the requirement under subsection (a)
4
has been fulfilled; and
5
(2) December 31, 2021.
