To amend the Fair Labor Standards Act of 1938 to provide for wage
and economic stabilization in the Commonwealth of the Northern Mar-
iana Islands, and for other purposes.

Mr. SABLAN introduced the following bill; which was referred to the Com-
mittee on Education and Labor, and in addition to the Committee on
Natural Resources, for a period to be subsequently determined by the
Speaker, in each case for consideration of such provisions as fall within
the jurisdiction of the committee concerned
A BILL
To amend the Fair Labor Standards Act of 1938 to provide
for wage and economic stabilization in the Common-
wealth of the Northern Mariana Islands, and for other
purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Northern Mariana Is-
4
lands Wage and Economic Stability Act’’.

SEC. 2. WAGE AND ECONOMIC STABILIZATION IN THE COM-

MONWEALTH OF THE NORTHERN MARIANA
2
ISLANDS.

Section 6 of the Fair Labor Standards Act of 1938
4
(29 U.S.C. 206) is amended by adding at the end the fol-
5
lowing:
6
‘‘(h) In the case of any provision of law enacted dur-
7
ing the 10-year period beginning with 2021 that provides
8
for an increase in the minimum wage rate set forth under
9
subsection (a)(1) or (g)(1) of this section, section
10
3(m)(2)(A)(i), or section 14(c)(1)(A), such increase shall
11
be applied with respect to employers in the Commonwealth
12
of the Northern Mariana Islands beginning on the date
13
that is 18 months later than the date on which such provi-
14
sion of law otherwise takes effect.’’.

SEC. 3. GAO REPORT.

Not later than 1 year after the date of enactment
17
of this Act, the Comptroller General shall submit to the
18
Education and Labor Committee of the House of Rep-
19
resentatives, the Natural Resources Committee of the
20
House of Representatives, the Committee on Health, Edu-
21
cation, Labor, and Pensions of the Senate and the Com-
22
mittee on Energy and Natural Resources of the Senate
23
a report that, with respect to the Commonwealth of the
24
Northern Mariana Islands—

(1) assesses the status and structure of the

economy (including employment, earnings and
2
wages, and key industries); and
3
(2) for each year during the 10-year period be-
4
ginning with 2021 in which an increase will take ef-
5
fect in the minimum wage rate set forth under sub-
6
section
a(1)
or
g(1)

3(m)(2)(A)(i), or section 14(c)(1)(A) of the Fair
8
Labor Standards Act of 1938, estimates the propor-
9
tion of employees who will be directly affected by
10
each such wage increase taking effect for such year,
11
disaggregated by industry and occupation.
