A BILL
To prohibit the Administrator of General Services from set-
ting Continental United States (CONUS) per diem-reim-
bursements rates below a certain level, and for other
purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Restored, Equitable,
4
Coronavirus Adjusted Lodging Act of 2021’’ or the
5
‘‘RECAL Act’’.

SEC. 2. CONTINENTAL UNITED STATES (CONUS) PER DIEM–

REIMBURSEMENT RATES.

Notwithstanding in any other provision of law, in set-
3
ting the per diem rates for fiscal years 2022 and 2023
4
pursuant to sections 5702 and 5707 of title 5, United
5
States Code, the Administrator of General Services may
6
not set a lodging allowance rate for any location within
7
the Continental United States at a level that is less than
8
the rate set by GSA Per Diem Bulletin FTR 20–01, dated
9
August 8, 2019.
