A BILL
To amend the Bipartisan Budget Act of 2018 to extend
the provision of assistance for critical services with re-
spect to certain disasters, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.
3
This Act may be cited as the ‘‘Resiliency Enhance-
4
ment Act of 2021’’.
5
SEC. 2. REPAIR, RESTORATION, AND REPLACEMENT OF
6
DAMAGED FACILITIES.
7
(a) IN GENERAL.—Section 20601 of the Bipartisan
8
Budget Act of 2018 (Public Law 115–123) is amended—

(1) by striking ‘‘, and’’ and inserting a comma;

(2) by inserting ‘‘, and including, for purposes
2
of this section, solid waste management, stormwater
3
management, public housing, transportation infra-
4
structure, and medical care,’’ before ‘‘for the dura-
5
tion’’; and
6
(3) by inserting ‘‘, and any subsequent major
7
disaster (as such term is defined in section 102 of
8
the Robert T. Stafford Disaster Relief and Emer-
9
gency Assistance Act) declared under section 401 of
10
the Robert T. Stafford Disaster Relief and Emer-
11
gency Assistance Act in Puerto Rico or the Virgin
12
Islands on or before September 30, 2022’’ before
13
‘‘to—’’.

(b) EFFECTIVE DATE.—The amendments made by
15
subsection (a) shall take effect as if included in section
16
20601 of Public Law 115–123.
