AN ACT
To amend the Child Abuse Prevention and Treatment Act
to provide for grants in support of training and edu-
cation to teachers and other school employees, students,
and the community about how to prevent, recognize,
respond to, and report child sexual abuse among primary
and secondary school students.

Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.
3
This Act may be cited as the ‘‘Jenna Quinn Law’’.
4
SEC. 2. CHILD SEXUAL ABUSE AWARENESS FIELD INITI-
5
ATED GRANTS.

(a) IN GENERAL.—Section 105(a) of the Child Abuse
7
Prevention and Treatment Act (42 U.S.C. 5106(a)) is
8
amended by adding at the end the following:
9
‘‘(8) CHILD SEXUAL ABUSE AWARENESS FIELD-
10
INITIATED
GRANTS.—The Secretary may award
11
grants under this subsection to entities, for periods
12
of up to 5 years, in support of field-initiated innova-
13
tion projects that advance, establish, or implement
14
comprehensive, innovative, evidence-based or evi-
15
dence-informed child sexual abuse awareness and
16
prevention programs by—
17
‘‘(A) improving student awareness of child
18
sexual abuse in an age-appropriate manner, in-
19
cluding how to recognize, prevent, and safely
20
report child sexual abuse;
21
‘‘(B) training teachers, school employees,
22
and other mandatory reporters and adults who
23
work with children in a professional or volun-
24
teer capacity, including with respect to recog-
25

nizing child sexual abuse and safely reporting

child sexual abuse; or
2
‘‘(C) providing information to parents and
3
guardians of students about child sexual abuse
4
awareness and prevention, including how to pre-
5
vent, recognize, respond to, and report child
6
sexual abuse and how to discuss child sexual
7
abuse with a child.’’.

(b) REPORT
ON
EFFECTIVENESS
OF
EXPENDI-
9
TURES.—The Inspector General of the Department of
10
Health and Human Services shall—
11
(1) prepare a report that describes the projects
12
for which funds are expended under section
13
105(a)(8) of the Child Abuse Prevention and Treat-
14
ment Act (42 U.S.C. 5106(a)(8)) and evaluates the
15
effectiveness of those projects; and
16
(2) submit the report to the appropriate com-
17
mittees of Congress.

(c) REPORT ON DUPLICATIVE NATURE OF EXPENDI-
19
TURES.—The Inspector General of the Department of
20
Health and Human Services shall—
21
(1) prepare a report that examines whether the
22
projects described in subsection (b) are duplicative
23
of other activities supported by Federal funds; and

(2) submit the report to the appropriate com-

mittees of Congress.
