SHORT TITLE. 1 This Act may be cited as the ‘‘Assault Weapons Ban 2 of 2022’’. 3 SEC. 2. DEFINITIONS. 4 (a) IN GENERAL.—Section 921(a) of title 18, United 5 States Code, is amended by adding at the end the fol- 6 lowing: 7 ‘‘(38) The term ‘semiautomatic pistol’ means any re- 8 peating pistol that— 9 ‘‘(A) utilizes a portion of the energy of a firing 10 cartridge to extract the fired cartridge case and 11 chamber the next round; and 12 ‘‘(B) requires a separate pull of the trigger to 13 fire each cartridge. 14 ‘‘(39) The term ‘semiautomatic shotgun’ means any 15 repeating shotgun that— 16 ‘‘(A) utilizes a portion of the energy of a firing 17 shell to extract the fired shell casing and chamber 18 the next round; and 2 ‘‘(ii) has any 1 of the following: 3 ‘‘(I) A pistol grip. 4 ‘‘(II) A forward grip. 5 ‘‘(III) A folding, telescoping, or de- 6 tachable stock, or a stock that is otherwise 7 foldable or adjustable in a manner that op- 8 erates to reduce the length, size, or any 9 other dimension, or otherwise enhances the 10 concealability, of the weapon. 11 ‘‘(IV) A grenade launcher. 12 ‘‘(V) A barrel shroud. 13 ‘‘(VI) A threaded barrel. 14 ‘‘(B) A semiautomatic rifle that has a fixed am- 15 munition feeding device with the capacity to accept 16 more than 15 rounds, except for an attached tubular 17 device designed to accept, and capable of operating 18 only with, .22 caliber rimfire ammunition. 19 ‘‘(C) Any part, combination of parts, compo- 20 nent, device, attachment, or accessory that is de- 21 signed or functions to accelerate the rate of fire of 22 a semiautomatic firearm but not convert the semi- 23 automatic firearm into a machinegun. 24 ‘‘(D) A semiautomatic pistol that— 25 VerDate Sep 11 2014 23:56 Aug 01, 2022 Jkt 029200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\H1808.RFS H1808 kjohnson on DSK79L0C42PROD with BILLS 4 HR 1808 RFS ‘‘(i) has an ammunition feeding device that 1 is not a fixed ammunition feeding device; and 2 ‘‘(ii) has any 1 of the following: 3 ‘‘(I) A threaded barrel. 4 ‘‘(II) A second pistol grip. 5 ‘‘(III) A barrel shroud. 6 ‘‘(IV) The capacity to accept a de- 7 tachable ammunition feeding device at 8 some location outside of the pistol grip. 9 ‘‘(V) A semiautomatic version of an 10 automatic firearm. 11 ‘‘(VI) A manufactured weight of 50 12 ounces or more when unloaded. 13 ‘‘(VII) A buffer tube, stabilizing brace 14 or similar component that protrudes hori- 15 zontally behind the pistol grip, and is de- 16 signed or redesigned to allow or facilitate 17 a firearm to be fired from the shoulder. 18 ‘‘(E) A semiautomatic pistol with a fixed am- 19 munition feeding device that has the capacity to ac- 20 cept more than 15 rounds. 21 ‘‘(F) A semiautomatic shotgun that— 22 ‘‘(i) has the capacity to accept a detachable 23 ammunition feeding device or a fixed ammuni- 24 VerDate Sep 11 2014 23:56 Aug 01, 2022 Jkt 029200 PO 00000 Frm 00004 Fmt 6652 Sfmt 6201 E:\BILLS\H1808.RFS H1808 kjohnson on DSK79L0C42PROD with BILLS 5 HR 1808 RFS tion feeding device that has the capacity to ac- 1 cept more than 5 rounds; and 4 ‘‘(B) does not include an attached tubular de- 5 vice designed to accept, and capable of operating 6 only with, .22 caliber rimfire ammunition.’’. 7 (b) RELATED DEFINITIONS.—Section 921(a) of title 8 18, United States Code, as amended by this Act, is 9 amended by adding at the end the following: 10 ‘‘(42) The term ‘barrel shroud’— 11 ‘‘(A) means a shroud that is attached to, or 12 partially or completely encircles, the barrel of a fire- 13 arm so that the shroud protects the user of the fire- 14 arm from heat generated by the barrel; and 15 ‘‘(B) does not include— 16 ‘‘(i) a slide that partially or completely en- 17 closes the barrel; or 18 ‘‘(ii) an extension of the stock along the 19 bottom of the barrel which does not encircle or 20 substantially encircle the barrel. 21 ‘‘(43) The term ‘detachable ammunition feeding de- 22 vice’ means an ammunition feeding device that can be re- 23 moved from a firearm without disassembly of the firearm 24 action. 25 VerDate Sep 11 2014 23:56 Aug 01, 2022 Jkt 029200 PO 00000 Frm 00014 Fmt 6652 Sfmt 6201 E:\BILLS\H1808.RFS H1808 kjohnson on DSK79L0C42PROD with BILLS 15 HR 1808 RFS ‘‘(44) The term ‘fixed ammunition feeding device’ 1 means an ammunition feeding device that is contained in 2 and not removable from or is permanently fixed to the fire- 3 arm, but does not include an attached tubular device de- 4 signed to accept, and capable of operating only with, .22 5 caliber rimfire ammunition. 6 ‘‘(45) The term ‘folding, telescoping, or detachable 7 stock’ means a stock that folds, telescopes, detaches or 8 otherwise operates to reduce the length, size, or any other 9 dimension, or otherwise enhances the concealability, of a 10 firearm. 11 ‘‘(46) The term ‘forward grip’ means a grip located 12 forward of the trigger that functions as a pistol grip. 13 ‘‘(47) The term ‘grenade launcher’ means an attach- 14 ment for use on a firearm that is designed to propel a 15 grenade or other similar destructive [Text truncated for display.
