AN ACT
To amend title 38, United States Code, to ensure that the
time during which members of the Armed Forces serve
on active duty for training qualifies for educational as-
sistance under the Post-9/11 Educational Assistance Pro-
gram of the Department of Veterans Affairs, and for
other purposes.

Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.
3
This Act may be cited as the ‘‘Guard and Reserve
4
GI Bill Parity Act of 2021’’.
5
SEC. 2. POST-9/11 EDUCATIONAL ASSISTANCE FOR CERTAIN
6
RESERVE AND NATIONAL GUARD DUTY.
7
(a) OTHER QUALIFYING DUTY.—Section 3311(b) of
8
title 38, United States Code, is amended—
9
(1) by striking ‘‘(including’’ each place it ap-
10
pears and inserting ‘‘(including other qualifying duty
11
and’’;
12
(2) by striking ‘‘(excluding’’ each place it ap-
13
pears and inserting ‘‘(including other qualifying duty
14
but excluding’’; and
15
(3) in paragraph (2), by inserting ‘‘or other
16
qualifying duty’’ after ‘‘active duty’’ both places it
17
appears.

(b) OTHER QUALIFYING DUTY DEFINED.—Section
19
3301 of such title is amended—
20
(1) by redesignating paragraphs (3) and (4) as
21
paragraphs (4) and (5), respectively; and
22
(2) by inserting after paragraph (2) the fol-
23
lowing new paragraph:

‘‘(3) The term ‘other qualifying duty’ means
1
the following:
2
‘‘(A) During the period beginning on Au-
3
gust 1, 2025, and ending on July 31, 2032, ac-
4
tive duty for training performed by a member
5
of the Armed Forces—
6
‘‘(i) on or after August 1, 2025; or
7
‘‘(ii) before August 1, 2025, if such
8
individual is a member of the Armed
9
Forces on or after such date.
10
‘‘(B) On or after August 1, 2032, duty
11
performed before, on, or after such date that
12
is—
13
‘‘(i) active duty for training performed
14
by a member of the Armed Forces; or
15
‘‘(ii) inactive duty training performed
16
by a member of the Armed Forces.’’.

(c) TIME LIMITATION FOR USE OF ENTITLEMENT
18
FOR OTHER QUALIFYING DUTY.—Section 3321 of such
19
title is amended—
20
(1) in subsection (a)—
21
(A) in paragraph (1), by striking ‘‘; or’’
22
and inserting a semicolon;
23
(B) in paragraph (2), by striking the pe-
24
riod at the end and inserting ‘‘; or’’; and

(C) by adding at the end the following new

paragraph:

‘‘(3) in the case of an individual whose entitle-
3
ment is based on other qualifying duty performed—
4
‘‘(A) before August 1, 2025, expires on the
5
latter of—
6
‘‘(i) the end of the 15-year period be-
7
ginning on the date of the discharge or re-
8
lease of such individual from the Armed
9
Forces; or
10
‘‘(ii) August 1, 2040; or
11
‘‘(B) on or after August 1, 2025, shall not
12
expire.’’; and
13
(2) in subsection (b), by adding at the end the
14
following new paragraph:

‘‘(6) INDIVIDUALS
SUBJECT
TO
TWO
PERI-
16
ODS.—In the case of an individual subject to periods
17
under paragraphs (1) and (3)(A) of subsection (a),
18
the period under such paragraph (3)(A) shall apply
19
to such individual’s entitlement.’’.

SEC. 3. MODIFICATION OF CERTAIN HOUSING LOAN FEES.
21
(a) EXTENSION.—The loan fee table in section
22
3729(b)(2) of title 38, United States Code, is amended
23
by striking ‘‘January 14, 2031’’ each place it appears and
24
inserting ‘‘October 1, 2031’’.

(b) IRRRL RATE.—The item in subparagraph (E)

of the loan fee table under such section is amended to read
2
as follows:

SEC. 4. PROVISION OF INFORMATION TO VETERANS DUR-

ING TRANSITION TO CIVILIAN LIFE.

(a) REQUIREMENT.—In providing information to new
6
veterans regarding benefits administered by the Secretary
7
of Veterans Affairs, the Secretary shall ensure that the
8
information includes the following:
9
(1) A description of the medical care and serv-
10
ices for which the veteran will be eligible under
11
chapter 17 of title 38, United States Code, including
12
with respect to—
13
(A) community care under section 1703 of
14
such title;
15
(B) mental health care, including how to
16
access the Veterans Crisis Line established
17
under section 1720F(h) of such title; and
18
(C) care relating to military sexual trauma
19
(as defined in section 1166 of such title).

(2) Any other information that the Secretary
1
determines appropriate, including information about
2
the services and benefits to which the veteran may
3
be entitled.

(b) MANNER.—The Secretary shall provide the infor-
5
mation under subsection (a) in a manner that promotes
6
the destigmatization of mental health care and encourages
7
veterans to reach out for support.
