SHORT TITLE. 1 This Act may be cited as the ‘‘Supporting Research 2 and Development for First Responders Act’’. 3 SEC. 2. NATIONAL URBAN SECURITY TECHNOLOGY LAB- 4 ORATORY. 5 (a) IN GENERAL.—Title III of the Homeland Secu- 6 rity Act of 2002 (6 U.S.C. 181 et seq.) is amended by 7 adding at the end the following new section: 8 ‘‘SEC. 322. NATIONAL URBAN SECURITY TECHNOLOGY LAB- 9 ORATORY. 10 ‘‘(a) IN GENERAL.—The Secretary, acting through 11 the Under Secretary for Science and Technology, shall 12 designate the laboratory described in subsection (b) as an 13 additional laboratory pursuant to the authority under sec- 14 tion 308(c)(2). Such laboratory shall be used to test and 15 evaluate emerging technologies and conduct research and 16 development to assist emergency response providers in 17 preparing for, and protecting against, threats of terrorism. 18 ‘‘(b) LABORATORY DESCRIBED.—The laboratory de- 19 scribed in this subsection is the laboratory— 20 ‘‘(1) known, as of the date of the enactment of 21 this section, as the National Urban Security Tech- 22 nology Laboratory; and 23 ‘‘(2) transferred to the Department pursuant to 24 section 303(1)(E). 25 VerDate Sep 11 2014 01:27 Jul 22, 2021 Jkt 019200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H1850.RFS H1850 pbinns on DSKJLVW7X2PROD with BILLS 3 HR 1850 RFS ‘‘(c) LABORATORY ACTIVITIES.—The National Urban 1 Security Technology Laboratory shall— 2 ‘‘(1) conduct tests, evaluations, and assess- 3 ments of current and emerging technologies, includ- 4 ing, as appropriate, the cybersecurity of such tech- 5 nologies that can connect to the internet, for emer- 6 gency response providers; 7 ‘‘(2) act as a technical advisor to emergency re- 8 sponse providers; and 9 ‘‘(3) carry out other such activities as the Sec- 10 retary determines appropriate. 11 ‘‘(d) RULE OF CONSTRUCTION.—Nothing in this sec- 12 tion may be construed as affecting in any manner the au- 13 thorities or responsibilities of the Countering Weapons of 14 Mass Destruction Office of the Department.’’. 15 (b) CLERICAL AMENDMENT.—The table of contents 16 in section 1(b) of the Homeland Security Act of 2002 is 17 amended by inserting after the item relating to section 18 321 the following new item: 19 ‘‘Sec. 322.
