A BILL
To make certain municipalities eligible for grants under the
Federal Water Pollution Control Act, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.
3
This Act may be cited as the ‘‘Stop Sewage Overflow
4
Act’’.
5
SEC. 2. SEWER OVERFLOW AND STORMWATER REUSE MU-
6
NICIPAL GRANTS.
7
Section 221 of the Federal Water Pollution Control
8
Act (33 U.S.C. 1301) is amended—
9
(1) in subsection (b)—

in the rivers, lakes, and bays of such municipality.’’;

‘‘(A) IN GENERAL.—Except as provided in

subparagraph (B), the Federal share’’; and

and inserting the following:

‘‘(B) FINANCIALLY
DISTRESSED
COMMU-

NITIES.—The Federal share of the cost of ac-
16
tivities carried out using amounts from a grant
17
made to a financially distressed community
18
under subsection (a) shall be not less than 75
19
percent of the cost.

‘‘(2) NON-FEDERAL SHARE.—The non-Federal
21
share’’; and

(3) in subsection (f)—
