A BILL
To amend the Child Abuse Prevention and Treatment Act
to promote a high-quality workforce in the child welfare
system.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. PROMOTING A HIGH-QUALITY WORKFORCE IN
3
THE CHILD WELFARE SYSTEM.

Section 105(a) of the Child Abuse Prevention and
5
Treatment Act (42 U.S.C. 5106(a)) is amended by strik-
6
ing paragraph (4) and inserting the following:

‘‘(4) PROMOTING
A
HIGH-QUALITY
WORK-
8
FORCE.—The Secretary may award grants under
9
this subsection to entities to carry out programs or

‘‘(A) improvements to recruitment, sup-

port, or retention efforts; or
4
‘‘(B) education for professionals and para-

professionals in the prevention, identification,

and treatment of child abuse and neglect.’’.
