Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,
2
SECTION 1. SHORT TITLE.
3
This Act may be cited as the ‘‘National Women’s Hall
4
of Fame Commemorative Coin Act of 2021’’.
5
SEC. 2. FINDINGS.
6
The Congress finds the following:
7
(1) In 1969, the National Women’s Hall of
8
Fame was established in Seneca Falls, New York,
9
the location of the first Women’s Rights Convention
10
in 1848. A total of 276 women have been inducted
11
represented well by the first class that included Jane
12
Addams, Marian Anderson, Susan B. Anthony,
13
Clara Barton, Mary MacLeod Bethune, Elizabeth
14
Blackwell, Pearl S. Buck, Rachel Carson, Mary
15
Cassatt, Emily Dickinson, Amelia Earhart, Alice
16
Hamilton, Helen Hayes, Helen Keller, Eleanor Roo-
17
sevelt, Florence Sabin, Margaret Chase Smith, Eliz-
18
abeth Cady Stanton, Helen Brooke Taussig, and
19
Harriet Tubman.
20
(2) The National Women’s Hall of Fame is the
21
Nation’s oldest membership organization dedicated
22
to recognizing and celebrating the achievements of
23
great American women.

(3) The involvement of women in the Nation’s
1
history is inadequately chronicled, commemorated,
2
and celebrated as reflected in the following:
3
(A) Fewer than 5 percent of the 2,596 na-
4
tional historic landmarks chronicle women’s
5
achievements.
6
(B) Only nine of the 112 statues in the
7
Capitol’s Statuary Hall are of women.
8
(C) The National Park Service notes that
9
only three of the 130 national monuments in
10
the United States are dedicated to historic fe-
11
male figures.
12
(D) Of the 5,575 outdoor sculpture por-
13
traits of historical figures in the United States,
14
559 portray women according to the Smithso-
15
nian American Art Museum’s online inventories
16
catalog.
17
(E) Six of the 89 National Historic Sites
18
commemorate women.
19
(F) Only 219 United States Postal Stamps
20
were issued to commemorate women.
21
(4) The National Women’s Hall of Fame will
22
complete rehabilitation of its new home at the
23
former Seneca Falls Knitting Mill, which is a his-
24
toric building included in the National Historic Reg-

istry. The new building has over 20,000 square feet
1
available for artifacts to ensure that women’s history
2
and women’s contribution to American history will
3
be preserved and recounted for future generations.
4
(5) The National Women’s Hall of Fame plans
5
to design an educational program utilizing video con-
6
ference technology with students and teachers par-
7
ticipating in interactive lessons led by educators
8
from the National Women’s Hall of Fame. This pro-
9
gram will provide important lessons on the impact
10
that women have had on mathematics, geography,
11
education, sciences, medicine, military, government,
12
civil rights, economics, industrial technology, arts,
13
and communication.
14
SEC. 3. COIN SPECIFICATIONS.
15
(a) DENOMINATIONS.—In recognition and celebration
16
of the National Women’s Hall of Fame, the Secretary of
17
the Treasury (hereafter in this Act referred to as the ‘‘Sec-
18
retary’’) shall mint and issue the following coins:
19
(1) $5 GOLD COINS.—Not more than 50,000 $5
20
coins, which shall—
21
(A) weigh 8.359 grams;
22
(B) be struck on a planchet having diame-
23
ter of 0.850 inches; and
24
(C) contain not less than 90 percent gold.

(2) $1 SILVER COINS.—Not more than 400,000
1
$1 coins, which shall—
2
(A) weigh 26.73 grams;
3
(B) be struck on a planchet having a di-
4
ameter of 1.500 inches; and
5
(C) contain not less than 90 percent silver.

(3) HALF-DOLLAR
CLAD
COINS.—Not more
7
than 750,000 half-dollar coins which shall—
8
(A) weigh 11.34 grams;
9
(B) be struck on a planchet having a di-
10
ameter of 1.205 inches; and
11
(C) be minted to the specifications for half-
12
dollar coins contained in section 5112(b) of title
13
31, United States Code.
14
(4) PROOF SILVER $1 COINS.—Not more than
15
100,000 proof $1 silver coins which shall—
16
(A) weigh 5 ounces;
17
(B) be struck on a planchet having a di-
18
ameter of 3 inches; and
19
(C) contain .999 fine silver.
20
(b) LEGAL TENDER.—The coins minted under this
21
Act shall be legal tender, as provided in section 5103 of
22
title 31, United States Code.
23
(c) NUMISMATIC ITEMS.—For purposes of sections
24
5134 and 5136 of title 31, United States Code, all coins

minted under this Act shall be considered to be numis-
1
matic items.

(d) SENSE OF CONGRESS.—It is the sense of Con-
3
gress that, to the extent possible without significantly add-
4
ing to the purchase price of the coins, the coins minted
5
under this Act should be produced in a fashion that pro-
6
vides a more dramatic display of the obverse design.
7
SEC. 4. DESIGNS OF COINS.
8
(a) DESIGNS REQUIREMENTS.—
9
(1) IN
GENERAL.—The designs of the coins
10
minted under this section shall be emblematic of the
11
impact that women have had on mathematics, geog-
12
raphy, education, sciences, medicine, military, gov-
13
ernment, civil rights, economics, industrial tech-
14
nology, arts, and communication.
15
(2) DESIGNATION
AND
INSCRIPTIONS.—On
16
each coin minted under this Act there shall be—
17
(A) a designation of the denomination of
18
the coin;
19
(B) an inscription of the year ‘‘2023’’; and
20
(C) inscriptions of the words ‘‘Liberty’’,
21
‘‘In God We Trust’’, ‘‘United States of Amer-
22
ica’’, and ‘‘E Pluribus Unum’’.
23
(b) SELECTION.—The designs of the coins minted
24
under this Act shall be—

(1) selected by the Secretary after consultation
1
with—
2
(A) the National Women’s Hall of Fame;
3
and
4
(B) the Commission of Fine Arts; and
5
(2) reviewed by the Citizens Coinage Advisory
6
Committee.

SEC. 5. ISSUANCE OF COINS.
8
(a) QUALITY OF COINS.—Coins minted under this
9
Act shall be issued in uncirculated and proof qualities.
10
(b) PERIOD
FOR ISSUANCE.—The Secretary may
11
issue coins minted under this Act only during the 1-year
12
period beginning on January 1, 2023.
13
SEC. 6. SALE OF COINS.
14
(a) SALE PRICE.—The coins issued under this Act
15
shall be sold by the Secretary at a price equal to the sum
16
of—
17
(1) the face value of the coins;
18
(2) the surcharge provided in section 7(a) with
19
respect to such coins; and
20
(3) the cost of designing and issuing the coins
21
(including labor, materials, dies, use of machinery,
22
winning design compensation, overhead expenses,
23
marketing, and shipping).

(b) BULK SALES.—The Secretary shall make bulk
1
sales of the coins issued under this Act at a reasonable
2
discount.
3
(c) PREPAID ORDERS.—
4
(1) IN GENERAL.—The Secretary shall accept
5
prepaid orders for the coins minted under this Act
6
before the issuance of such coins.
7
(2) DISCOUNT.—Sale prices with respect to pre-
8
paid orders under paragraph (1) shall be at a rea-
9
sonable discount.
10
(d) MARKETING AND EDUCATIONAL CAMPAIGN.—
11
The Secretary shall develop and execute a marketing, pro-
12
motion, and educational program to promote the collecting
13
of the coins authorized under this Act.
14
SEC. 7. SURCHARGES.
15
(a) IN GENERAL.—All sales of coins minted under
16
this Act shall include a surcharge as follows:
17
(1) A surcharge of $35 per coin for the $5 coin.
18
(2) A surcharge of $10 per coin for the $1 coin
19
described under section 3(a)(2).
20
(3) A surcharge of $5 per coin for the half-dol-
21
lar coin.
22
(4) A surcharge of $50 per coin for the $1 coin
23
described under section 3(a)(4).

(b) DISTRIBUTION.—Subject to section 5134(f) of
1
title 31, United States Code, all surcharges received by
2
the Secretary from the sale of coins issued under this Act
3
shall be promptly paid by the Secretary to the National
4
Women’s Hall of Fame Foundation to establish an endow-
5
ment fund that will provide long-term financing for the
6
National Women’s Hall of Fame’s operations.
7
(c) AUDITS.—The National Women’s Hall of Fame
8
Foundation shall be subject to the audit requirements of
9
section 5134(f)(2) of title 31, United States Code, with
10
regard to the amounts received under subsection (b).
11
(d) LIMITATION.—Notwithstanding subsection (a),
12
no surcharge may be included with respect to the issuance
13
under this Act of any coin during a calendar year if, as
14
of the time of such issuance, the issuance of such coin
15
would result in the number of commemorative coin pro-
16
grams issued during such year to exceed the annual com-
17
memorative coin program issuance limitation under sec-
18
tion 5112(m)(1) of title 31, United States Code (as in ef-
19
fect on the date of the enactment of this Act). The Sec-
20
retary of the Treasury may issue guidance to carry out
21
this subsection.
22
SEC. 8. FINANCIAL ASSURANCES.
23
The Secretary shall take such actions as may be nec-
24
essary to ensure that—

(1) minting and issuing coins under this Act
1
will not result in any net cost to the United States
2
Government; and
3
(2) no funds, including applicable surcharges,
4
are disbursed to any recipient designated in section
5
7 until the total cost of designing and issuing all of
6
the coins authorized by this Act (including labor,
7
materials, dies, use of machinery, winning design
8
compensation, overhead expenses, marketing, and
9
shipping) is recovered by the United States Treas-
10
ury, consistent with sections 5112(m) and 5134(f) of
11
title 31, United States Code.
