Mall to commemorate and honor the members of the

of the Global War on Terrorism, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,
2
SECTION 1. SHORT TITLE.
3
This Act may be cited as the ‘‘Global War on Ter-
4
rorism Memorial Location Act’’.
5
SEC. 2. NATIONAL GLOBAL WAR ON TERRORISM MEMO-
6
RIAL.
7
(a) FINDINGS.—Congress finds that—
8
(1) approaching 2 decades after the September
9
11, 2001, attacks against the United States, the
10
United States continues the Global War on Ter-
11
rorism, at great personal cost to—
12
(A) the men and women serving on active
13
duty in the Armed Forces; and
14
(B) the individuals on whose support those
15
men and women depend to fulfill their duties;
16
(2) civil servants from Federal departments and
17
agencies, the intelligence community, local emer-
18
gency responders, and other civilian support per-
19
sonnel have made significant sacrifices in service in
20
the Global War on Terrorism;
21
(3) honoring the losses endured by the individ-
22
uals described in paragraphs (1) and (2), together

with their families, Congress in 2017 unanimously
1
passed, and the President signed, the Global War on
2
Terrorism War Memorial Act (Public Law 115–51;
3
40 U.S.C. 8903 note), which allowed the Global War
4
on Terrorism Memorial Foundation to establish on
5
Federal land in the District of Columbia a memorial
6
to the fallen of that conflict; and
7
(4) given the significance of the Global War on
8
Terrorism as the longest-running conflict in United
9
States history and the magnitude of the sacrifice in-
10
volved in operations in that conflict, it is appropriate
11
to locate the National Global War on Terrorism Me-
12
morial within the Reserve alongside existing memo-
13
rials to the major armed conflicts of the United
14
States.

(b) DEFINITIONS.—In this section:
16
(1) MEMORIAL.—The term ‘‘Memorial’’ means
17
the National Global War on Terrorism Memorial au-
18
thorized by subsection (c)(1).
19
(2) RESERVE.—The term ‘‘Reserve’’ has the
20
meaning given the term in section 8902(a) of title
21
40, United States Code.

(c) LOCATION OF MEMORIAL.—
23
(1) AUTHORIZATION.—Notwithstanding section
24
8908(c) of title 40, United States Code, the Global

War on Terrorism Memorial Foundation may estab-

lish the National Global War on Terrorism Memorial
2
within the Reserve.

(2) LOCATION.—The Memorial shall be located
4
at 1 of the following sites, as identified in, and in
5
accordance with, the document commonly known as
6
the ‘‘Memorials and Museums Master Plan’’:
7
(A) Potential Site 1—Constitution Gar-
8
dens, Prime Candidate Site 10 in The Memo-
9
rials and Museums Master Plan.
10
(B) Potential Site 2—JFK Hockey Fields,
11
Prime Candidate Site 18 in The Memorials and
12
Museums Master Plan.
13
(C) Potential Site 3—West Potomac Park,
14
Candidate Site 70 in The Memorials and Muse-
15
ums Master Plan.
16
(3) COMMEMORATIVE WORKS ACT.—Except as
17
otherwise provided in paragraphs (1) and (2), chap-
18
ter 89 of title 40, United States Code (commonly
19
known as the ‘‘Commemorative Works Act’’), shall
20
apply to the Memorial.

SEC. 2. NATIONAL GLOBAL WAR ON TERRORISM MEMORIAL.

(a) SITE.—Notwithstanding section 8908(c) of title 40,
23
United States Code, the National Global War on Terrorism
24
Memorial authorized by section 2(a) of the Global War on

Terrorism War Memorial Act (40 U.S.C. 8903 note; Public

Law 115–51; 131 Stat. 1003) (referred to in this section
2
as the ‘‘Memorial’’) shall be located within the Reserve (as
3
defined in section 8902(a) of title 40, United States Code).

(b) APPLICABILITY
OF
COMMEMORATIVE
WORKS

ACT.—Except as provided in subsection (a), chapter 89 of
6
title 40, United States Code (commonly known as the
7
‘‘Commemorative Works Act’’), shall apply to the Memorial.
