SHORT TITLE. 1 This Act may be cited as the ‘‘Promoting Resources 2 to Expand Vaccination, Education, and New Treatments 3 for HPV Cancers Act of 2021’’ or the ‘‘PREVENT HPV 4 Cancers Act of 2021’’. 5 SEC. 2. PREVENTING HPV AND HPV-ASSOCIATED CANCERS; 6 REAUTHORIZING JOHANNA’S LAW. 7 Section 317P of the Public Health Service Act (42 8 U.S.C. 247b–17) is amended— 9 (1) in subsection (c)(1)— 10 (A) in subparagraph (B), by striking ‘‘cer- 11 vical’’; 12 (B) in subparagraph (C), by striking 13 ‘‘and’’ at the end; 14 (C) in subparagraph (D) by striking 15 ‘‘other’’ and all that follows through ‘‘cancer.’’ 16 and inserting ‘‘recommended diagnostics for 17 early intervention for, and prevention of, HPV- 18 associated cancers; and’’; and 19 (D) by adding at the end the following: 20 ‘‘(E) the importance of recommended vac- 21 cines for prevention of HPV and HPV-associ- 22 ated cancers, including for males;’’; and 23 (2) by amending subsection (d) to read as fol- 24 lows: 25 ‘‘(d) JOHANNA’S LAW.— 26 VerDate Sep 11 2014 06:05 Dec 03, 2021 Jkt 029200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H1550.RFS H1550 pbinns on DSKJLVW7X2PROD with BILLS 3 HR 1550 RFS ‘‘(1) NATIONAL PUBLIC AWARENESS CAM- 1 PAIGN.— 2 ‘‘(A) IN GENERAL.—The Secretary shall 3 carry out a national campaign to increase the 4 awareness and knowledge of health care pro- 5 viders and individuals with respect to 6 gynecologic cancers, HPV, and HPV-associated 7 cancers, and the importance of HPV vaccines in 8 preventing HPV and HPV-associated cancers. 9 ‘‘(B) WRITTEN MATERIALS.—Activities 10 under the national campaign under subpara- 11 graph (A) shall include— 12 ‘‘(i) maintaining a supply of written 13 materials that provide information to the 14 public on gynecologic cancers, HPV, and 15 HPV-associated cancers; and 16 ‘‘(ii) distributing the materials to 17 members of the public upon request. 18 ‘‘(C) PUBLIC SERVICE ANNOUNCE- 19 MENTS.—Activities under the national cam- 20 paign under subparagraph (A) shall, in accord- 21 ance with applicable law and regulations, in- 22 clude publishing materials in digital or print 23 form, public engagement, and developing and 24 placing public service announcements intended 25 VerDate Sep 11 2014 06:05 Dec 03, 2021 Jkt 029200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\H1550.RFS H1550 pbinns on DSKJLVW7X2PROD with BILLS 4 HR 1550 RFS to encourage individuals to discuss with their 1 physicians— 2 ‘‘(i) their risk of gynecologic cancers 3 and HPV-associated cancers; and 4 ‘‘(ii) the importance of HPV vaccines 5 in preventing HPV and HPV-associated 6 cancers. 7 ‘‘(D) TARGETED POPULATIONS.—Activities 8 under the national campaign under subpara- 9 graph (A) shall include culturally and linguis- 10 tically competent public service announcements 11 and other forms of communication and public 12 engagement under subparagraph (C) targeted 13 to— 14 ‘‘(i) specific higher-risk populations of 15 individuals based on race, ethnicity, level of 16 acculturation, and family history, including 17 African-American and Ashkenazi Jewish 18 individuals; and 2 ‘‘(vi) such other communities as the 3 Secretary determines appropriate. 4 ‘‘(2) CONSULTATION.—In carrying out the na- 5 tional campaign under this section, the Secretary 6 shall consult with— 7 ‘‘(A) health care providers; 8 ‘‘(B) nonprofit organizations (including 9 gynecologic cancer organizations and organiza- 10 tions that represent communities and individ- 11 uals most affected by HPV-associated cancers 12 and low vaccination rates); 13 ‘‘(C) State and local public health depart- 14 ments; and 15 ‘‘(D) elementary and secondary education 16 organizations and institutions of higher edu- 17 cation. 18 ‘‘(3) DEMONSTRATION PROJECTS REGARDING 19 OUTREACH AND EDUCATION STRATEGIES.— 20 ‘‘(A) IN GENERAL.— 21 ‘‘(i) PROGRAM.—The Secretary may 22 carry out a program to award grants or 23 contracts to public or nonprofit private en- 24 tities for the purpose of carrying out dem- 25 VerDate Sep 11 2014 06:05 Dec 03, 2021 Jkt 029200 PO 00000 Frm 00005 Fmt 6652 Sfmt 6201 E:\BILLS\H1550.RFS H1550 pbinns on DSKJLVW7X2PROD with BILLS 6 HR 1550 RFS onstration projects to test, compare, and 1 evaluate different evidence-based outreach 2 and education strategies to increase the 3 awareness and knowledge of women, their 4 families, physicians, nurses, and other key 5 health professionals with respect to 6 gynecologic cancers, including with respect 7 to early warning signs, risk factors, pre- 8 vention, screening, and treatment options. 9 ‘‘(ii) SCIENCE-BASED RESOURCES.— 10 In making awards under clause (i), the 11 Secretary shall encourage awardees to use 12 science-based resources such as the Inside 13 Knowledge About Gynecologic Cancer edu- 14 cation campaign of the Centers for Disease 15 Control and Prevention. 16 ‘‘(B) PREFERENCES IN AWARDING GRANTS 17 OR CONTRACTS.—In making awards under sub- 18 paragraph (A), the Secretary shall give pref- 19 erence to— 20 ‘‘(i) applicants with demonstrated ex- 21 pertise in gynecologic cancer education or 22 treatment or in working with groups of 23 women who are at increased risk of 24 gynecologic cancers; and 25 VerDate Sep 11 2014 06:05 Dec 03, 2021 Jkt 029200 PO 00000 Frm 00006 Fmt 6652 Sfmt 6201 E:\BILLS\H1550.RFS H1550 pbinns on DSKJLVW7X2PROD with BILLS 7 HR 1550 RFS ‘‘(ii) applicants that, in the dem- 1 onstration project funded by the grant or 2 contract, will establish linkages between 3 physicians, nurses, other key health profes- 4 sionals, health profession students, hos- 5 pitals, payers, and State health depart- 6 ments. 7 ‘‘(C) APPLICATION.—To seek a grant or 8 contract under subparagraph (A), an entity 9 shall submit an application to the Secretary in 10 such form, in such manner, and containing such 11 agreements, assurances, and information as the 12 Secretary determines to be necessary to carry 13 out this paragraph. 14 ‘‘(D) CERTAIN REQUIREMENTS.—In mak- 15 ing awards under subparagraph (A), the Sec- 16 retary shall— 17 ‘‘(i) make awards, as practicable, to 18 not fewer than five applicants; and 19 ‘‘(ii) ensure that information provided 20 through demonstration projects under this 21 paragraph is consistent with the best avail- 22 able medical information. 23 ‘‘(E) REPORT TO CONGRESS.—Not later 24 than 24 months after the date of the enactment 25 VerDate Sep 11 2014 06:05 Dec 03, 2021 Jkt 029200 PO 00000 Frm 00007 Fmt 6652 Sfmt 6201 E:\BILLS\H1550.RFS H1550 pbinns on DSKJLVW7X2PROD with BILLS 8 HR 1550 RFS of the PREVENT HPV Cancers Act of 2021, 1 and annually thereafter, the Secretary shall 2 submit to the Committee on Energy and Com- 3 merce of the House of Representatives and the 4 Committee on Health, Education, Labor, and 5 Pensions of the Senate a report that— 6 ‘‘(i) summarizes the activities of dem- 7 onstration projects under subparagraph 8 (A); 9 ‘‘(ii) evaluates the extent to which the 10 projects were effective in increasing aware- 11 ness and knowledge of risk factors and 12 early warning signs in the populations to 13 which the projects were directed;
