To establish the Springfield Race Riot National Historic
Monument in the State of Illinois, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Springfield Race Riot
4
National Historic Monument Act’’.

SEC. 2. DEFINITIONS.

(1) HISTORIC MONUMENT.—The term ‘‘Historic
1
Monument’’ means the Springfield Race Riot Na-
2
tional Historic Monument established by section 3.
3
(2) MAP.—The term ‘‘Map’’ means the map en-
4
titled ‘‘Springfield Race Riot National Memorial
5
Proposed Boundary’’, numbered 687/148588 and
6
dated October 2018.
7
(3) SECRETARY.—The term ‘‘Secretary’’ means
8
the Secretary of the Interior, acting through the Di-
9
rector of the National Park Service.

SEC. 3. ESTABLISHMENT OF SPRINGFIELD RACE RIOT NA-
11
TIONAL HISTORIC MONUMENT.

(a) ESTABLISHMENT.—
13
(1) IN GENERAL.—Subject to paragraph (2),
14
there is established the Springfield Race Riot Na-
15
tional Historic Monument in the State of Illinois as
16
a unit of the National Park System, to preserve,
17
protect, and interpret for the benefit of present and
18
future generations, resources associated with the
19
Springfield Race Riot of 1908 and its role in the
20
formation of the National Association for the Ad-
21
vancement of Colored People.

(2) CONDITIONS.—The Historic Monument
23
shall not be established until the date on which the
24
Secretary acquires sufficient land within the bound-

ary of the Historic Monument to constitute a man-
1
ageable unit.

(b) BOUNDARIES.—The boundaries of the Historic
3
Monument shall be the boundaries generally depicted on
4
the Map.
5
(c) AVAILABILITY OF MAP.—The Map shall be on file
6
and available for public inspection in the appropriate of-
7
fices of the National Park Service.
8
(d) ACQUISITION
OF AUTHORITY.—The Secretary
9
may acquire any land or interest in land located within
10
the boundary of the Historic Monument by—
11
(1) donation;
12
(2) purchase with donated funds or appro-
13
priated funds; or
14
(3) exchange.
15
(e) AGREEMENTS.—The Secretary may enter into
16
agreements with—
17
(1) the city of Springfield, Illinois, for the pur-
18
pose of establishing and operating outside of the
19
Historic Monument boundary facilities for adminis-
20
tration and visitor services; and
21
(2) other public or private entities for the pur-
22
poses of carrying out this Act.

(f) ADMINISTRATION.—

(1) IN GENERAL.—The Secretary shall admin-
1
ister the Historic Monument in accordance with—
2
(A) this Act; and
3
(B) the laws generally applicable to units
4
of the National Park System.
5
(2) MANAGEMENT PLAN.—
6
(A) DEADLINE
FOR
COMPLETION.—Not
7
later than 3 years after the date on which funds
8
are first made available to the Secretary for
9
this purpose, the Secretary shall prepare a gen-
10
eral management plan for the Historic Monu-
11
ment in accordance with section 100502 of title
12
54, United States Code.
13
(B) SUBMISSION TO CONGRESS.—On com-
14
pletion of the general management plan under
15
subparagraph (A), the Secretary shall submit it
16
to the Committee on Natural Resources of the
17
House of Representatives and the Committee
18
on Energy and Natural Resources of the Sen-
19
ate.
