What This Bill Does
This bill requires all members of Congress and the President and Vice President to complete training on how to handle and protect classified information (information the government keeps secret for security reasons). The bill directs two congressional committees and the Director of the Office of Personnel Management to create and enforce these training requirements.

Key Provisions
Within 30 days of the law passing, the House and Senate committees must create rules requiring all current and future members of Congress to complete classified information training during each Congress (Sec. 2(a)).
Members of Congress currently serving must complete the training within 90 days of the start of a new Congress, and new members must complete it within 90 days of taking office (Sec. 2(b)). However, members in the 118th Congress get 180 days instead of 90 days (Sec. 2(b)(2)).
Members of Congress must file a certificate proving they finished the training (Sec. 2(b)(1)).
Within 30 days of the law passing, the Director of the Office of Personnel Management must choose a federal agency or department to develop and provide training for the President and Vice President (Sec. 3(a)).
The President and Vice President must complete the training within 30 days of starting their term and then every two years while in office (Sec. 3(b)(1)). For the first training, they have 180 days from when the law passes (Sec. 3(b)(2)).
What Changes
If this law passes, members of Congress will be legally required to take classified information training and prove completion. The President and Vice President will also be required to take this training on a set schedule. These requirements did not exist before.
Important Definitions

SEC. 2. MANDATORY COMPLETION OF CLASSIFIED INFOR-

MATION TRAINING FOR MEMBERS OF CON-
2
GRESS.

(a) REQUIREMENT.—Not later than 30 days after the
4
date of the enactment of this Act, the Committee on
5
House Administration of the House of Representatives
6
and the Committee on Rules and Administration of the
7
Senate shall issue regulations to require each Member of
8
the House of Representatives and each Member of the
9
Senate, respectively, to complete a program of training in
10
handling and safeguarding classified information during
11
each Congress.

(b) DEADLINE.—
13
(1) IN GENERAL.—Under the regulations issued
14
by the Committee on House Administration of the
15
House of Representatives and the Committee on
16
Rules and Administration of the Senate under sub-
17
section (a), an individual shall complete the program
18
of training required under such subsection and file
19
a certificate of completion of such training—
20
(A) in the case of an individual who is
21
serving as a Member of the House of Rep-
22
resentatives or the Senate as of the date of the
23
first day of the first session of a Congress, not
24
later than 90 days after such date; or

(B) in the case of any other individual, not

later than 90 days after the date the individual
2
first becomes a Member of the House of Rep-

resentatives or the Senate during a Congress.

(2) SPECIAL RULE FOR FIRST SESSION OF ONE
5
HUNDRED EIGHTEENTH CONGRESS.—In the case of
6
the first session of the One Hundred Eighteenth
7
Congress, an individual described in subparagraph
8
(A) of paragraph (1) shall complete the program of
9
training required under subsection (a) not later than
10
180 days after the date of the enactment of this Act.

(c) MEMBER OF THE HOUSE OF REPRESENTATIVES
12
DEFINED.—In this section, the term ‘‘Member of the
13
House of Representatives’’ includes a Delegate or Resi-
14
dent Commissioner to the Congress.
15
(d) EXERCISE OF RULEMAKING POWERS.—The pro-
16
visions of this section are enacted by the Congress—
17
(1) as an exercise of the rulemaking power of
18
the House of Representatives and the Senate, re-
19
spectively, and as such they shall be considered as
20
part of the rules of each House, respectively, or of
21
that House to which they specifically apply, and
22
such rules shall supersede other rules only to the ex-
23
tent that they are inconsistent therewith; and

(2) with full recognition of the constitutional

right of either House to change such rules (so far

as relating to such House) at any time, in the same
3
manner, and to the same extent as in the case of
4
any other rule of such House.

SEC. 3. MANDATORY COMPLETION OF CLASSIFIED INFOR-

TRAINING
FOR
PRESIDENT
AND

VICE PRESIDENT.

(a) IN GENERAL.—Not later than 30 days after the
9
date of the enactment of this Act, the Director of the Of-
10
fice of Personnel Management shall designate an appro-
11
priate agency or department of the Federal Government
12
to develop and provide a program of training in handling
13
and safeguarding classified information to the President
14
and Vice President.

(b) DEADLINE.—

(1) IN
GENERAL.—The President and Vice
17
President shall each complete the program of train-
18
ing described in subsection (a) not later than 30
19
days after the date each such individual begins serv-
20
ing a term as President or Vice President, and every
21
two years thereafter while each such individual con-
22
tinues to serve as President or Vice President.

(2) SPECIAL RULE FOR FIRST TRAINING.—The
