PROHIBITION ON REENTRY INTO THE JCPOA. 1 The President may not take any action relating to 2 the re-entry of the United States into the Joint Com- 3 prehensive Plan of Action signed at Vienna on July 14, 4 2015, by Iran and by France, Germany, the Russian Fed- 5 eration, the People’s Republic of China, the United King- 6 dom, and the United States (including all implementing 7 materials and agreements related to the Joint Comprehen- 8 sive Plan of Action), unless the President certifies to Con- 9 gress each of the following: 10 (1) No waiver or suspension of a sanction 11 waived or suspended pursuant to such re-entry will 12 operate to the benefit, directly or indirectly, of any 13 organization or any member of an organization des- 14 ignated as a foreign terrorist organization under sec- 15 tion 219 of the Immigration and Nationality Act (8 16 U.S.C. 1189). 17 (2) No waiver or suspension of a sanction 18 waived or suspended pursuant to such re-entry will 19 operate to the benefit, directly or indirectly, of any 20 individual or entity of the Government of Iran that 21 has engaged in the gross violation of human rights, 22 such as the commission of torture, the killing of 23 peaceful protestors, or the persecution of homosexual 24 persons. 25 Æ VerDate Sep 11 2014 20:13 Mar 20, 2021 Jkt 019200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6301 E:\BILLS\H1231.IH H1231 pbinns on DSKJLVW7X2PROD with BILLS
