A BILL
To limit Federal funding for institutions of higher education
that have partnerships with the People’s Republic of
China, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.
3
This Act may be cited as the ‘‘End College Chinese
4
Communist Partnerships Act’’ or the ‘‘End College CCP
5
Act’’.
6
SEC. 2. FINDINGS.

Congress finds that—

(1) the Chinese Communist Party (CCP) has
1
been engaged in a sustained effort to undermine all
2
facets of American power through influence cam-
3
paigns within the United States;
4
(2) the CCP has engaged in the theft of hun-
5
dreds of billions of dollars’ worth of intellectual
6
property and academic and scientific research on col-
7
lege campuses, within national labs and within the
8
private sector;
9
(3) the CCP has attempted to recruit Chinese
10
Americans and ethnic Chinese within the United
11
States for intelligence collection and coercion to ad-
12
vance the CCP ideology and agenda;
13
(4) the hostile CCP ideology has gained a foot-
14
hold in all facets of our society, including in aca-
15
demia, business, entertainment, and the media;
16
(5) the CCP and its diplomats, through Confu-
17
cius Institutes, have monitored students on Amer-
18
ican campuses and has forced its views upon our in-
19
stitutions of higher learning;
20
(6) the CCP, through its propaganda efforts in
21
academia, has censored discussion on Tibet and Tai-
22
wan, and has repeatedly interfered in campus-wide
23
events;

(7) CCP military officers have repeatedly used
1
cover identities, and other misleading tactics, to ob-
2
scure the true nature of their activities in the United
3
States, including as students studying at American
4
universities; and
5
(8) the CCP’s talent recruitment plans, most
6
notably the Thousand Talents Plan, are designed to
7
attract, recruit, and cultivate overseas talent in fur-
8
therance of China’s strategic interests and reward
9
individuals for stealing United States intellectual
10
property.

SEC. 3. RESTRICTIONS ON INSTITUTIONS PARTNERING
12
WITH THE PEOPLE’S REPUBLIC OF CHINA.
13
(a) FUNDING RESTRICTED.—An institution of higher
14
education or other postsecondary educational institution
15
shall not be eligible to receive Federal funds (except funds
16
under title IV of the Higher Education Act of 1965 (20
17
U.S.C. 1070 et seq.) or other Department of Education
18
funds that are provided directly to students) if such insti-
19
tution has a contractual partnership in effect with an enti-
20
ty that is—
21
(1) owned or controlled, directly or indirectly,
22
by the Government of the People’s Republic of
23
China; or

(2) organized under the laws of the People’s
1
Republic of China.

(b) RESTORING ELIGIBILITY.—An institution ineli-
3
gible to receive Federal funds under subsection (a) may
4
reestablish eligibility by—
5
(1) disclosing to the Secretary of Education all
6
contractual partnerships with an entity described in
7
subsection (a) from the previous 10 years; and
8
(2) providing to the Secretary of Education suf-
9
ficient evidence that such partnerships have been
10
terminated.
