Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. REQUIREMENTS AND REMOVAL PROCEDURES. 1 (a) REQUIREMENTS.—Section 1814 of the Revised 2 Statutes (2 U.S.C. 2131) is amended by inserting ‘‘(other 3 than persons who served voluntarily with the Confederate 4 States of America)’’ after ‘‘military services’’. 5 (b) STATUE REMOVAL PROCEDURES.— 6 (1) IN GENERAL.—The Architect of the Capitol 7 shall— 8 (A) identify all statues on display in the 9 United States Capitol that do not meet the re- 10 quirements of section 1814 of the Revised Stat- 11 utes (2 U.S.C. 2131), as amended by subsection 12 (a); and 13 (B) subject to the approval of the Joint 14 Committee on the Library of Congress, arrange 15 for the removal of each such statue from the 16 Capitol by not later than 120 days after the 17 date of enactment of this Act. 18 (2) REMOVAL AND RETURN OF STATUES.—In 19 the case of a statue that is removed under this sub- 20 section which was provided for display by a State, 21 the Architect of the Capitol shall arrange to transfer 22 and deliver the statue and transfer ownership of the 23 statue to the State if the State so requests and 24 agrees to pay any costs related to the transportation 25 of the statue to the State. 26 VerDate Sep 11 2014 00:53 Mar 21, 2021 Jkt 019200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H1248.IH H1248 kjohnson on DSK79L0C42PROD with BILLS 3 •HR 1248 IH (3) REPLACEMENT OF STATUES.—A State that 1 has a statue removed under this subsection shall be 2 able to replace such statue in accordance with the 3 requirements and procedures of section 1814 of the 4 Revised Statutes (2 U.S.C. 2131) and section 311 of 5 the Legislative Branch Appropriations Act, 2001 (2 6 U.S.C. 2132). 7 (4) AUTHORIZATION AND APPROPRIATIONS.— 8 (A) IN GENERAL.—There are appropriated 9 for the fiscal year ending September 30, 2021, 10 out of any money in the Treasury not otherwise 11 appropriated, $2,000,000 to the Architect of 12 the Capitol to carry out this section, including 13 the costs related to the removal, transfer, secu- 14 rity, storage, and display of the statues de- 15 scribed in paragraph (1)(A). 16 (B) AVAILABILITY.—Amounts appro- 17 priated under subparagraph (A) shall remain 18 available until expended. 19 Æ VerDate Sep 11 2014 00:53 Mar 21, 2021 Jkt 019200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6301 E:\BILLS\H1248.IH H1248 kjohnson on DSK79L0C42PROD with BILLS
