117TH CONGRESS 1ST SESSION H. R. 1085 AN ACT To award three congressional gold medals to the United States Capitol Police and those who protected the U.S. Capitol on January 6, 2021. Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 2 •HR 1085 EH SECTION 1. FINDINGS. 1 The Congress finds the following: 2 (1) Every day, the United States Capitol Police 3 (‘‘Capitol Police’’) protects the U.S. Capitol, Mem- 4 bers of Congress, congressional staff and institu- 5 tional staff, journalists, and the visiting public. 6 (2) On January 6, 2021, a mob of insurrection- 7 ists forced its way into the U.S. Capitol building and 8 congressional office buildings and engaged in acts of 9 vandalism, looting, and violently attacked Capitol 10 Police officers. 11 (3) The sacrifice of heroes including Capitol Po- 12 lice Officers Brian Sicknick and Howard 13 Liebengood, Metropolitan Police Department Officer 14 Jeffrey Smith, and those who sustained injuries, and 15 the courage of Capitol Police Officer Eugene Good- 16 man, exemplify the patriotism and the commitment 17 of Capitol Police officers, and those of other law en- 18 forcement agencies, to risk their lives in service of 19 our country. 20 (4) Up to seven Americans died following this 21 violent attack, and more than 140 law enforcement 22 officers suffered physical injuries, including 15 offi- 23 cers who were hospitalized. 24 (5) The desecration of the U.S. Capitol, which 25 is the temple of our American Democracy, and the 26 3 •HR 1085 EH violence targeting Congress are horrors that will for- 1 ever stain our Nation’s history. 2 SEC. 2. CONGRESSIONAL GOLD MEDALS. 3 (a) PRESENTATION AUTHORIZATION.—The Speaker 4 of the House of Representatives and the President pro 5 tempore of the Senate shall make appropriate arrange- 6 ments for the presentation, on behalf of the Congress, of 7 three gold medals of appropriate design to the United 8 States Capitol Police and those who protected the U.S. 9 Capitol on January 6, 2021. 10 (b) DESIGN AND STRIKING.—For the purposes of the 11 award referred to in subsection (a), the Secretary of the 12 Treasury (hereafter in this Act referred to as the ‘‘Sec- 13 retary’’) shall strike gold medals with suitable emblems, 14 devices, and inscriptions, to be determined by the Sec- 15 retary. 16 (c) DISPOSITION OF MEDALS.—Following the award 17 of the gold medals under subsection (a): 18 (1) USCP HEADQUARTERS.—One gold medal 19 shall be given to the United States Capitol Police, so 20 that the medal may be displayed at the headquarters 21 of the United States Capitol Police and made avail- 22 able for research, as appropriate. 23 (2) DC METROPOLITAN POLICE DEPARTMENT 24 HEADQUARTERS.—One gold medal shall be given to 25 4 •HR 1085 EH the Metropolitan Police Department of the District 1 of Columbia, so that the medal may be displayed at 2 the headquarters of the Metropolitan Police Depart- 3 ment and made available for research, as appro- 4 priate. 5 (3) SMITHSONIAN INSTITUTION.— 6 (A) IN GENERAL.—One gold medal shall 7 be given to the Smithsonian Institution, where 8 it shall be available for display as appropriate 9 and available for research. 10 (B) PLAQUE.—In displaying the gold 11 medal given under subparagraph (A), the 12 Smithsonian Institution shall display the medal 13 with a plaque that lists the other law enforce- 14 ment agencies that participated in protecting 15 the U.S. Capitol on January 6, 2021. 16 (C) SENSE OF THE CONGRESS.—It is the 17 sense of the Congress that the Smithsonian In- 18 stitution should make the gold medal given 19 under subparagraph (A) available for display 20 elsewhere, particularly at appropriate locations 21 associated with the protection of the U.S. Cap- 22 itol on January 6, 2021. 23 5 •HR 1085 EH SEC. 3. DUPLICATE MEDALS. 1 The Secretary may strike and sell duplicates in 2 bronze of the gold medals struck pursuant to section 2 3 under such regulations as the Secretary may prescribe, at 4 a price sufficient to cover the cost thereof, including labor, 5 materials, dies, use of machinery, and overhead expenses. 6 SEC. 4. SENSE OF CONGRESS. 7 It is the sense of the Congress that the United States 8 Mint should expedite production of the gold medals and 9 duplicate medals under this Act, so that the sacrifices of 10 fallen officers and their families, and the contributions of 11 other law enforcement agencies who answered the call of 12 duty on January 6, 2021, can be recognized and honored 13 in a timely manner. 14 SEC. 5. NATIONAL MEDALS. 15 Medals struck pursuant to this Act are national med- 16 als for the purposes of chapter 51 of title 31, United 17 States Code. 18 SEC. 6. DETERMINATION OF BUDGETARY EFFECTS. 19 The budgetary effects of this Act, for the purpose of 20 complying with the Statutory Pay-As-You-Go Act of 2010, 21 shall be determined by reference to the latest statement 22 titled ‘‘Budgetary Effects of PAYGO Legislation’’ for this 23 Act, submitted for printing in the Congressional Record 24 by the Chairman of the House Budget Committee, pro- 25 6 •HR 1085 EH vided that such statement has been submitted prior to the 1 vote on passage. 2 Passed the House of Representatives March 17, 2021.
