A BILL
To designate certain lands in the State of Washington as
components of the National Wilderness Preservation Sys-
tem, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.
3
This Act may be cited as the ‘‘Wild Olympics Wilder-
4
ness and Wild and Scenic Rivers Act’’.
5
SEC. 2. DESIGNATION OF OLYMPIC NATIONAL FOREST WIL-
6
DERNESS AREAS.
7
(a) IN GENERAL.—In furtherance of the Wilderness
8
Act (16 U.S.C. 1131 et seq.), the following Federal land
9
in the Olympic National Forest in the State of Wash-

ington comprising approximately 126,554 acres, as gen-

erally depicted on the map entitled ‘‘Proposed Wild Olym-
2
pics Wilderness and Wild and Scenic Rivers Act’’ and
3
dated April 8, 2019 (referred to in this section as the
4
‘‘map’’), is designated as wilderness and as components
5
of the National Wilderness Preservation System:
6
(1) LOST CREEK WILDERNESS.—Certain Fed-
7
eral land managed by the Forest Service, comprising
8
approximately 7,159 acres, as generally depicted on
9
the map, which shall be known as the ‘‘Lost Creek
10
Wilderness’’.

(2) RUGGED
RIDGE
WILDERNESS.—Certain
12
Federal land managed by the Forest Service, com-
13
prising approximately 5,956 acres, as generally de-
14
picted on the map, which shall be known as the
15
‘‘Rugged Ridge Wilderness’’.
16
(3) ALCKEE
CREEK
WILDERNESS.—Certain
17
Federal land managed by the Forest Service, com-
18
prising approximately 1,787 acres, as generally de-
19
picted on the map, which shall be known as the
20
‘‘Alckee Creek Wilderness’’.
21
(4) GATES OF THE ELWHA WILDERNESS.—Cer-
22
tain Federal land managed by the Forest Service,
23
comprising approximately 5,669 acres, as generally

(5) BUCKHORN WILDERNESS ADDITIONS.—Cer-

tain Federal land managed by the Forest Service,
4
comprising approximately 21,965 acres, as generally
5
depicted on the map, is incorporated in, and shall be
6
managed as part of, the ‘‘Buckhorn Wilderness’’, as
7
designated by section 3 of the Washington State
8
Wilderness Act of 1984 (16 U.S.C. 1132 note; Pub-
9
lic Law 98–339).

(6) GREEN MOUNTAIN WILDERNESS.—Certain
11
Federal land managed by the Forest Service, com-
12
prising approximately 4,790 acres, as generally de-
13
picted on the map, which shall be known as the
14
‘‘Green Mountain Wilderness’’.
15
(7) THE BROTHERS WILDERNESS ADDITIONS.—
16
Certain land managed by the Forest Service, com-
17
prising approximately 8,625 acres, as generally de-
18
picted on the map, is incorporated in, and shall be
19
managed as part of, the ‘‘The Brothers Wilderness’’,
20
as designated by section 3 of the Washington State
21
Wilderness Act of 1984 (16 U.S.C. 1132 note; Pub-
22
lic Law 98–339).

(9) WONDER
MOUNTAIN
WILDERNESS
ADDI-

TIONS.—Certain land managed by the Forest Serv-
8
ice, comprising approximately 26,517 acres, as gen-
9
erally depicted on the map, is incorporated in, and
10
shall be managed as part of, the ‘‘Wonder Mountain
11
Wilderness’’, as designated by section 3 of the
12
Washington State Wilderness Act of 1984 (16
13
U.S.C. 1132 note; Public Law 98–339).

(10) MOONLIGHT DOME WILDERNESS.—Certain
15
Federal land managed by the Forest Service, com-
16
prising approximately 9,117 acres, as generally de-
17
picted on the map, which shall be known as the
18
‘‘Moonlight Dome Wilderness’’.
19
(11) SOUTH QUINAULT RIDGE WILDERNESS.—
20
Certain Federal land managed by the Forest Serv-
21
ice, comprising approximately 10,887 acres, as gen-
22
erally depicted on the map, which shall be known as
23
the ‘‘South Quinault Ridge Wilderness’’.

(12) COLONEL BOB WILDERNESS ADDITIONS.—
1
Certain Federal land managed by the Forest Serv-
2
ice, comprising approximately 353 acres, as gen-
3
erally depicted on the map, is incorporated in, and
4
shall be managed as part of, the ‘‘Colonel Bob Wil-
5
derness’’, as designated by section 3 of the Wash-
6
ington State Wilderness Act of 1984 (16 U.S.C.
7
1132 note; Public Law 98–339).
8
(13) SAM’S RIVER WILDERNESS.—Certain Fed-
9
eral land managed by the Forest Service, comprising
10
approximately 13,418 acres, as generally depicted on
11
the map, which shall be known as the ‘‘Sam’s River
12
Wilderness’’.

(14) CANOE
CREEK
WILDERNESS.—Certain
14
Federal land managed by the Forest Service, com-
15
prising approximately 1,378 acres, as generally de-
16
picted on the map, which shall be known as the
17
‘‘Canoe Creek Wilderness’’.
18
(b) ADMINISTRATION.—
19
(1) MANAGEMENT.—Subject to valid existing
20
rights, the land designated as wilderness by sub-
21
section (a) shall be administered by the Secretary of
22
Agriculture (referred to in this section as the ‘‘Sec-
23
retary’’), in accordance with the Wilderness Act (16
24
U.S.C. 1131 et seq.), except that any reference in
25

that Act to the effective date of that Act shall be
1
considered to be a reference to the date of enact-
2
ment of this Act.

(2) MAP AND DESCRIPTION.—
4
(A) IN GENERAL.—As soon as practicable
5
after the date of enactment of this Act, the Sec-
6
retary shall file a map and a legal description
7
of the land designated as wilderness by sub-
8
section (a) with—
9
(i) the Committee on Natural Re-
10
sources of the House of Representatives;
11
and
12
(ii) the Committee on Energy and
13
Natural Resources of the Senate.
14
(B) EFFECT.—Each map and legal de-
15
scription filed under subparagraph (A) shall
16
have the same force and effect as if included in
17
this title, except that the Secretary may correct
18
minor errors in the map and legal description.
19
(C) PUBLIC
AVAILABILITY.—Each map
20
and legal description filed under subparagraph
21
(A) shall be filed and made available for public
22
inspection in the appropriate office of the For-
23
est Service.

(c) POTENTIAL WILDERNESS.—

(1) IN GENERAL.—In furtherance of the pur-
1
poses of the Wilderness Act (16 U.S.C. 1131 et
2
seq.), certain Federal land managed by the Forest
3
Service, comprising approximately 5,346 acres as
4
identified as ‘‘Potential Wilderness’’ on the map, is
5
designated as potential wilderness.
6
(2) DESIGNATION
AS
WILDERNESS.—On the
7
date on which the Secretary publishes in the Federal
8
Register notice that any nonconforming uses in the
9
potential wilderness designated by paragraph (1)
10
have terminated, the potential wilderness shall be—
11
(A) designated as wilderness and as a com-
12
ponent of the National Wilderness Preservation
13
System; and
14
(B) incorporated into the adjacent wilder-
15
ness area.
16
(d) ADJACENT MANAGEMENT.—
17
(1) NO PROTECTIVE PERIMETERS OR BUFFER
18
ZONES.—The designations in this section shall not
19
create a protective perimeter or buffer zone around
20
any wilderness area.
21
(2) NONCONFORMING
USES
PERMITTED
OUT-
22
SIDE OF BOUNDARIES OF WILDERNESS AREAS.—Any
23
activity or use outside of the boundary of any wilder-
24
ness area designated under this section shall be per-

mitted even if the activity or use would be seen or
1
heard within the boundary of the wilderness area.
2
(e) FIRE, INSECTS, AND DISEASES.—The Secretary
3
may take such measures as are necessary to control fire,
4
insects, and diseases, in the wilderness areas designated
5
by this section, in accordance with section 4(d)(1) of the
6
Wilderness Act (16 U.S.C. 1133(d)(1)) and subject to
7
such terms and conditions as the Secretary determines to
8
be appropriate.

SEC. 3. WILD AND SCENIC RIVER DESIGNATIONS.
10
(a) IN GENERAL.—Section 3(a) of the National Wild
11
and Scenic Rivers Act (16 U.S.C. 1274(a)) is amended
12
by adding at the end the following:
13
‘‘(231) ELWHA RIVER, WASHINGTON.—The ap-
14
proximately 29.0-mile segment of the Elwha River
15
and tributaries from the source to Cat Creek, to be
16
administered by the Secretary of the Interior as a
17
wild river.
18
‘‘(232) DUNGENESS
RIVER, WASHINGTON.—
19
The segment of the Dungeness River from the head-
20
waters to the State of Washington Department of
21
Natural Resources land in T. 29 N., R. 4 W., sec.
22
12, to be administered by the Secretary of Agri-
23
culture, except that portions of the river within the
24
boundaries of Olympic National Park shall be ad-

‘‘(B) The approximately 2.1-mile segment
8
of the Dungeness River from the 2870 Bridge
9
to Silver Creek, as a scenic river.
10
‘‘(C) The approximately 2.7-mile segment
11
of the Dungeness River from Silver Creek to
12
Sleepy Hollow Creek, as a wild river.
13
‘‘(D) The approximately 6.3-mile segment
14
of the Dungeness River from Sleepy Hollow
15
Creek to the Olympic National Forest bound-
16
ary, as a scenic river.
17
‘‘(E) The approximately 1.9-mile segment
18
of the Dungeness River from the National For-
19
est boundary to the State of Washington De-
20
partment of Natural Resources land in T. 29
21
N., R. 4 W., sec. 12, to be administered as a
22
recreational river through a cooperative man-
23
agement agreement between the State of Wash-
24
ington and the Secretary of Agriculture as pro-
