Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. REPORT ON FUNDING. 1 (a) GENERAL REPORT ON FEDERAL FUNDING.—The 2 Director of the Office of Management and Budget shall 3 include in the budget materials submitted in support of 4 the budget of the President (submitted to Congress pursu- 5 ant to section 1105 of title 31, United States Code) for 6 each fiscal year beginning after the date of the enactment 7 of this Act a report that specifies with respect to each 8 account in the Treasury for which Federal funds are re- 9 quested in such budget the information described in sub- 10 section (c). 11 (b) ADDITIONAL REPORT ON FEDERAL FUNDING.— 12 The head of each Federal department or agency shall in- 13 clude in the budget materials submitted in support of the 14 budget of the President (submitted to Congress pursuant 15 to section 1105 of title 31, United States Code) for each 16 fiscal year beginning after the date of the enactment of 17 this Act a report that specifies the information described 18 in subsection (c) with respect to each account— 19 (1) from which funds are made available to 20 carry out the programs, projects, or activities of 21 such department or agency; and 22 (2) that is not included in the corresponding re- 23 port required under subsection (a). 24 VerDate Sep 11 2014 02:52 Mar 16, 2021 Jkt 019200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H1129.IH H1129 ctelli on DSK11ZRN23PROD with BILLS 3 •HR 1129 IH (c) REPORT REQUIREMENTS.—The information de- 1 scribed in this subsection is the following with respect to 2 an account: 3 (1) Each amount made available from such ac- 4 count during the preceding fiscal year to any Chi- 5 nese person or entity, disaggregated by each such 6 person or entity. 7 (2) Each amount made available from such ac- 8 count during the preceding fiscal year to any Fed- 9 eral program, project, or activity conducted in part- 10 nership with a Chinese person or entity, disaggre- 11 gated by each such partner. 12 (3) Each amount made available from such ac- 13 count during the preceding fiscal year to any Chi- 14 nese person or entity that is owned or controlled by 15 a United States entity, disaggregated by each such 16 United States entity. 17 (4) Each amount made available from such ac- 18 count during the preceding fiscal year to any Fed- 19 eral employee for the purpose of carrying out any 20 program, project, or activity in China, disaggregated 21 by each such program, project, or activity. 22 (5) Each amount made available from such ac- 23 count during the preceding fiscal year to any joint, 24 VerDate Sep 11 2014 02:52 Mar 16, 2021 Jkt 019200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\H1129.IH H1129 ctelli on DSK11ZRN23PROD with BILLS 4 •HR 1129 IH collaborative, or bilateral effort between the United 1 States and China, disaggregated by each such effort. 2 (d) INITIAL REPORT.—The first report submitted 3 after the date of the enactment of this Act under sub- 4 section (a) or subsection (b) shall include the information 5 described in subsection (c) with respect to the 10 pre- 6 ceding fiscal years. 7 (e) DEFINITIONS.—In this Act— 8 (1) CHINESE PERSON OR ENTITY.—The term 9 ‘‘Chinese person or entity’’ means— 10 (A) the Government of China; 11 (B) the Chinese Communist Party; 12 (C) any satellite or other foreign campus 13 of a United States institution of higher edu- 14 cation (as such term is defined in section 101 15 of the Higher Education Act of 1965 (20 16 U.S.C. 1001)) that is located in China; 17 (D) an individual who is a citizen or na- 18 tional of China and permanently resides in 19 China; and 20 (E) any other entity organized under the 21 laws of China, or any jurisdiction within China, 22 including— 23 (i) any United States branch of such 24 entity; and 25 VerDate Sep 11 2014 02:52 Mar 16, 2021 Jkt 019200 PO 00000 Frm 00004 Fmt 6652 Sfmt 6201 E:\BILLS\H1129.IH H1129 ctelli on DSK11ZRN23PROD with BILLS 5 •HR 1129 IH (ii) any branch of a United States en- 1 tity that is located in China. 2 (2) UNITED STATES ENTITY.—The term 3 ‘‘United States entity’’ means— 4 (A) an institution of higher education (as 5 such term is defined in section 101 of the High- 6 er Education Act of 1965 (20 U.S.C. 1001)); 7 and 8 (B) any other entity organized under the 9 laws of the United States or any jurisdiction 10 within the United States. 11 Æ VerDate Sep 11 2014 02:52 Mar 16, 2021 Jkt 019200 PO 00000 Frm 00005 Fmt 6652 Sfmt 6301 E:\BILLS\H1129.IH H1129 ctelli on DSK11ZRN23PROD with BILLS
