Ms. DUCKWORTH (for herself and Mr. DURBIN) introduced the following bill;
which was read twice and referred to the Committee on Energy and Nat-
ural Resources
A BILL
To establish the Springfield Race Riot National Monument
in the State of Illinois, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Springfield Race Riot
4
National Monument Act’’.
5
SEC. 2. DEFINITIONS.

In this Act:

(1) NATIONAL
MONUMENT.—The term ‘‘Na-
8
tional Monument’’ means the Springfield Race Riot
9
National Monument established by section 3(a)(1).

(2) MAP.—The term ‘‘Map’’ means the map en-
1
titled ‘‘Springfield Race Riot National Memorial
2
Proposed Boundary’’, numbered 687/148588, and
3
dated October 2018.

(3) SECRETARY.—The term ‘‘Secretary’’ means
5
the Secretary of the Interior, acting through the Di-
6
rector of the National Park Service.

SEC. 3. ESTABLISHMENT OF SPRINGFIELD RACE RIOT NA-
8
TIONAL MONUMENT.

(a) ESTABLISHMENT.—
10
(1) IN GENERAL.—Subject to paragraph (2),
11
there is established the Springfield Race Riot Na-
12
tional Monument in the State of Illinois, as a unit
13
of the National Park System, to preserve, protect,
14
and interpret for the benefit of present and future
15
generations resources associated with the Springfield
16
Race Riot of 1908 and the role of the riot in the for-
17
mation of the National Association for the Advance-
18
ment of Colored People.

(2) CONDITIONS.—The National Monument
20
shall not be established until the date on which the
21
Secretary acquires sufficient land within the bound-
22
ary of the National Monument to constitute a man-
23
ageable unit.

(b) BOUNDARIES.—The boundaries of the National
1
Monument shall be the boundaries generally depicted on
2
the Map.

(c) AVAILABILITY OF MAP.—The Map shall be on file
4
and available for public inspection in the appropriate of-
5
fices of the National Park Service.

(d) ACQUISITION
OF AUTHORITY.—The Secretary
7
may acquire any land or interest in land located within
8
the boundary of the National Monument by—
9
(1) donation;
10
(2) purchase with donated or appropriated
11
funds; or
12
(3) exchange.
13
(e) AGREEMENTS.—The Secretary may enter into
14
agreements with—
15
(1) the city of Springfield, Illinois, for the pur-
16
pose of establishing and operating outside of the Na-
17
tional Monument boundary facilities for administra-
18
tion and visitor services; and
19
(2) other public or private entities for the pur-
20
poses of carrying out this Act.

(f) ADMINISTRATION.—
22
(1) IN GENERAL.—The Secretary shall admin-
23
ister the National Monument in accordance with—
24
(A) this Act; and

(B) the laws generally applicable to units
1
of the National Park System.

(2) MANAGEMENT PLAN.—
3
(A) DEADLINE
FOR
COMPLETION.—Not
4
later than 3 years after the date on which funds
5
are first made available to the Secretary for the
6
preparation of a general management plan for
7
the National Monument, the Secretary shall
8
prepare a general management plan for the Na-
9
tional Monument in accordance with section
10
100502 of title 54, United States Code.
11
(B) SUBMISSION TO CONGRESS.—On com-
12
pletion of the general management plan under
13
subparagraph (A), the Secretary shall submit to
14
the Committee on Natural Resources of the
15
House of Representatives and the Committee
16
on Energy and Natural Resources of the Senate
17
the general management plan prepared under
18
that subparagraph.
