A BILL
To require the Secretary of Agriculture to conduct a study
on national forest volunteers, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. STUDY AND REPORT ON NATIONAL FOREST
3
VOLUNTEERS.

(a) STUDY.—The Secretary of Agriculture, acting
5
through the Chief of the Forest Service, shall conduct a
6
study on, with respect to each National Forest—
7
(1) during the 10-year period preceding the
8
date of the enactment of this section, the amount of
9
volunteer hours served at each such National Forest;

(2) the deferred maintenance backlog of each
1
such National Forest;
2
(3) whether volunteers could carry out any
3
projects under each such deferred maintenance back-
4
log; and
5
(4) any barriers to increasing volunteer partici-
6
pation.

(b) REPORT.—Not later than 1 year after the date
8
of the enactment of this section, the Secretary of Agri-
9
culture shall submit a report to Congress that includes the
10
results of the study required under subsection (a).

(c) VOLUNTEER DEFINED.—In this section, the term
12
‘‘volunteer’’—
13
(1) means an individual who volunteers at a
14
National Forest, including through an agreement be-
15
tween a local government and the Secretary of Agri-
16
culture; and
17
(2) does not include, with respect to activities
18
carried out on National Forest System land—
19
(A) an individual who is compensated with
20
respect to such activities; or
21
(B) an individual who carries out such ac-
22
tivities pursuant to participation in—

(i) the Youth Conservation Corps es-

tablished under title I of Public Law 91–

378 (16 U.S.C. 1701 et seq.);

(ii) the Public Lands Corps estab-

lished under title II of Public law 91–378

(16 U.S.C. 1721 et seq.);

(iii) a Job Corps program established
7
under subtitle C of title I of the Workforce
8
Innovation
and
Opportunity
Act
(29
9
U.S.C. 3191 et seq.); or
10
(iv) AmeriCorps.
